Download or read book Pollution and Property written by Daniel H. Cole and published by Cambridge University Press. This book was released on 2002-07-18 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: Environmental protection and resource conservation depend on the imposition of property rights (broadly defined) because in the absence of some property system - private, common, or public - resource degradation and depletion are inevitable. But there is no universal, first-best property regime for environmental protection in this second-best world. Using case studies and examples taken from countries around the world, this 2002 book demonstrates that the choice of ownership institution is contingent upon institutional, technological, and ecological circumstances that determine the differential costs of instituting, implementing, and maintaining alternative regimes. Consequently, environmental protection is likely to be more effective and more efficient in a society that relies on multiple (and often mixed) property regimes. The book concludes with an assessment of the important contemporary issue of 'takings', which arise when different property regimes collide.

Book Governing the Environment

Download or read book Governing the Environment written by Marc Allen Eisner and published by . This book was released on 2007 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive overview of US environmental regulation?from the inception of the EPA through the current Bush administration?goes beyond traditional texts to consider alternatives to the existing regulatory regime, as well as the challenges posed by the global nature of environmental issues.Thoughtful and even-handed, Governing the Environment covers the full range of topics relevant to our understanding of current environmental policy. Clear, concise chapters move from the context of environmental policy to regulatory design, reform efforts, and notable private-sector innovations. In the process, the author argues that we?ve taken conventional environmental regulation as far as we can go?that we need to look for alternative ways of governing the environment, involving corporations that have expertise in the areas of technology, products, and markets. But, he cautions, there must be a careful integration of private-sector initiatives and public regulation.A notable feature of the text is an examination of the difficulties inherent in managing global environmental problems. Exploring recent efforts toward global environmental governance in the face of competing economic demands, the final section considers the ways in which a system of governance might compensate for the lack of effective international regulatory institutions.Marc Allen Eisner is Henry Merritt Wriston Chair of Public Policy in the Government Department at Wesleyan University. His publications include Antitrust and the Triumph of Economics and Contemporary Regulatory Policy, 2nd Edition.Contents: Environmental Protection and Governance: An Introduction. Book Co operative Environmental Governance

Download or read book Co operative Environmental Governance written by P. Glasbergen and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: New philosophies of environmental management are being put to the test in many countries.· New ideas are needed to replace or at least flank the old command and control approach, which has lost its credibility. One of the most interesting new avenues is co-operative environmental management, whereby public and private parties work together to tackle a problem. It is interesting because it seems to be well suited to handling complex environmental problems. This kind of management makes use of the policy instrument known as the Environmental Agreement. That tool is geared to the development of sustainable procedures for working out solutions. The Environmental Agreement provides scope to deal with some essential characteristics of current environmental problems. Indeed, one of the most vexing aspects of environmental problems is uncertainty, both in the ecological sphere and with respect to the economic effects of intervention. In short, this instrument takes the unknown into account.
