The Proposed Action is the development, deployment, and operation of EELV systems. EELV systems would replace current Atlas 2A, Delta 2, and Titan 4B launch systems and are intended to meet the requirements of the U.S. Government National Executable Mission Model (NMM), both medium and heavy lift, at a lower launch cost than the present expendable launch systems. The launch locations for the program are Cape Canaveral Air Station, Brevard County, Florida, and Vandenberg Air Force Base, Santa Barbara County, California. Under the Proposed Action, three concepts were examined. Concepts A and B depict each of the two EELV contractor concepts. The number of launches analyzed for each concept includes the government NMM, plus 16 commercial launches per year. Under Concept A/B, it is assumed that both contractors would complete development and operate EELV systems. For the analysis, each contractor is assumed to launch 50 percent of the combined total of EELV flights. The No-Action Alternative would be a decision not to proceed with the EELV program and continue with Atlas 2A, Delta 2, and Titan 4B launches to meet the requirements of the NMM.

The launch locations for the Atlas V and Delta IV systems are Cape Canaveral Air Force Station in Brevard County, Florida, and Vandenberg Air Force Base, in Santa Barbara County, California. For the analysis of the FSEIS, each contractor is assumed to launch approximately 50 percent of EELV flights involving SRMs (approximately 30 launches per year total). The No-Action Alternative is the previously approved implementation of the EELV program that was analyzed in the 1998 FEIS.

The project is designed for a minimum of 25 years, with construction planned to begin in 1991, followed by operations in 1994 or 1995. Known as Space Launch Complex 7 (SLC-7), the project would be located on South Vandenberg Air Force Base (VAFB), California. The Titan IV/Centaur is an unmanned, expendable launch vehicle capable of launching critical DOD payloads in the 10,000-pound class to high energy orbits. The proposed facility at VAFB would support requirements for timely launches of these payloads from a location where highly inclined and polar orbits can be safely achieved. This action would maintain assured access to space by providing backup launch capability for the Titan IV/ Centaur and Titan IV/NUS vehicles. Diagrams of the two launch vehicles are shown in Figure S.2 (Titan IV Vehicle Configurations).

The proposed location of SLC-7 is near Cypress Ridge on South Vandenberg, approximately one mile south of SLC-6, the Vandenberg AFB launch site for the Space Shuttle. The proposed action includes the construction of the launch complex and support facilities, the extension of roads and utilities on Vandenberg AFB, and the launching of the Titan Centaur. In addition, existing launch support facilities constructed for other space launch systems at Vandenberg AFB (i.e., Space Shuttle) are proposed to be used and/or modified as required to support the new launch complex. The satellites proposed to launch aboard the Titan Centaur from SLC-7 require polar orbits. Vandenberg AFB is the only existing U.S. government launch site that can launch satellites into polar orbits without over flying populated land masses.
