Since these problems are varied and can be felt among governments, resource users and communities globally, the diagnosis must be holistic, and take account of principles, institutions, and operational conditions. The authors argue that ‘wicked problems’ and institutional limitations are inherent to each setting, and must be included in the analysis. Book excerpt: While the aquaculture sector has seen extraordinary global growth over recent years, it also faces a number of important challenges. Although aquaculture may reduce pressure on wild fish stocks, the fact remains that the sector can also have a range of negative environmental impacts. At the same time, a degraded environment, in particular poor water quality, can adversely affect the health of aquatic animals and plants used in aquaculture and therefore the economic sustainability of the sector. Moreover, if appropriate bio-security measures, in the sense of measures to protect aquatic animal health, aquatic plant health and human health, are not in place (or are not implemented), the sector can be subject to devastating disease outbreaks. It follows that the legal framework for aquaculture should support the development of the sector while at the same time promoting its long term environmental, social and economic sustainability. This requires a balancing act. Overly burdensome legislation may discourage or otherwise hinder investment. At the same time, insufficient regulation may encourage indiscriminate and substandard operations that lead to uncontrollable disease outbreaks, irreparable environmental damage and the economic failure of aquaculture operations with ensuing social costs. Unlike capture fishing, which is regulated largely if not exclusively on the basis of a fisheries law, the legal framework for aquaculture is invariably diverse and complex. Some aspects of aquaculture are addressed in legislation that has aquaculture as its specific or primary focus, such as a chapter in a fisheries law or a stand-alone aquaculture law (described in this document as ‘aquaculture legislation’).

Book excerpt: This document provides a synthesis of six regional aquaculture reviews: Asia-Pacific, Europe, Latin America and the Caribbean, Near East and North Africa, North America and sub-Saharan Africa. Global aquaculture production, including aquatic plants, in 2018 was 114.5 million tonnes, with an estimated value of USD 263 billion. The Asia-Pacific region continued to be the major producer. Globally, aquaculture provides over 50 percent of fish for human consumption. In 2018, aquaculturists were reported to farm about 622 species or species items including 387 finfishes, 111 molluscs, 64 crustaceans, seven frogs and reptiles, ten miscellaneous aquatic invertebrates and 43 aquatic plants. From 2000-2018, aquaculture production in freshwater, brackish water and marine water increased at a compound annual growth rate of 5.7 percent, 7.7 percent and 5.2 percent respectively while total aquaculture production grew at an annual growth rate of 5.6 percent. Global food supply and per capita consumption of fish and fish products continued to increase faster than human population growth. Aquaculture is striving to innovate in order to increase production and sustainability. Progress in biosecurity and fish health management, feed formulation and utilization, and genetic resource management are showing good, but uneven progress. The aquaculture sector faces challenges including competition for land and water resources, as well as external factors such as climate change, conflict, economic uncertainties and most recently the COVID-19 pandemic. The pandemic and other stresses such as droughts and tsunamis, revealed that the aquaculture industry has not engaged sufficiently in disaster preparedness. International and national mechanisms are being put in place to increase the sustainability, good governance and social license of the sector to address these challenges. The diversity of the sector, the opportunities for good jobs and commitments by governments to good governance will help the sector meet these challenges.

It identified the many positive and negative impacts of aquaculture with their far-reaching socio economic implications. While they agreed that multi-criteria decision-making (MCDM) framework using analytical hierarchy process (AHP) as a measurement technique is a suitable method for assessing socio-economic impacts of aquaculture, experts recognized that other methods such as the costs benefits analysis (CBA) could also be used depending on circumstances. They recommended that case studies be carried out in a certain number of developed and developing countries on assessing the socio-economic impacts of aquaculture using AHP, CBA and another technique in order to test and compare the applicability and results of these methods. They also suggested developing a user guide on the implementation of these methods and build capacity in developing countries in using them, and identified other needs for future work in socio-economics of aquaculture.
