This book charts the development of the academic field of Regional Studies and the application of its concepts in public policy through its learned society, the Regional Studies Association. In their modern form, learned societies often play a complementary role to universities, offering networks that operate in the spaces between and beyond universities, connecting specialised academics and knowledge and making it possible for them to have impact outside the academy. In contrast to the geographically tangible and popularly understood role of the university, contemporary learned societies are nebulous networks that transcend barriers and whose contribution is difficult to discern. However, the production and dissemination of knowledge would be stunted were it not for the learned society connecting scholars through a network of publications and events. This book traces the intellectual history of regional studies and regional science from the 1960s into the 2000s and the impact of the regional concept in public policy through the changing priorities of government in the UK and Europe. By approaching the history through the Regional Studies Association, it interrogates the role and function of the ‘learned society’ model of organisation in contemporary academia and importance as a knowledge exchange vehicle for public policy influence.

This was until the quantitative revolution in the middle of the previous century and more definitively the critical turn in human geography towards the end of the twentieth century. From then on writing regions as they were experienced phenomenologically, or arguing culturally, historically, and politically with regions, was deemed to be old-fashioned. Yet the region is, and always will be, a central geographical concept, and thinking about regions can tell us a lot about the history of the discipline called geography. Despite taking up an identifiable place within the geographical imagination in scholarship and beyond, region remains a relatively forgotten, under-used, and in part under-theorised term. Reanimating Regions marks the continued reinvigoration of a set of disciplinary debates surrounding regions, the regional, and regional geography. With this in mind, the book has three specific objectives: first, to place the concept of regional competitiveness within the context of regional economic development theory; second, to present a rationale and method for quantifying the global competitiveness of regions; and, third, to undertake the most geographically widespread analysis of regional competitiveness differences across the globe. With regard to the third goal, the analysis incorporates more than 500 regions across Europe, North and South America, Asia-Pacific, the Middle East, and the so-called BRIC economies of Brazil, Russia, India, and China. The importance of the concept of competitiveness has increased rapidly in recent years, with the issues surrounding it becoming, at the same time, more empirically refined and theoretically complex. The focus on regions reflects the growing consensus that they are the primary spatial units that compete to attract investment, and it is at the regional level that knowledge is circulated and transferred, resulting in agglomerations, or clusters, of industrial and service sector enterprises. This growing acknowledgement of the region’s role as a key spatial unit of organisation has led to attention turning to competitiveness at a more regional level. The book explores the results of the World Competitiveness Index of Regions (WCIR), covering the rankings and results of the 2014 edition. The WCIR provides a tool for analysing the development of a range of regional economies across the globe. It enables an illustration of the changing patterns of regional competitiveness on the international stage to be generated. In fundamental terms, the WCIR aims to produce an integrated and overall benchmark of the knowledge capacity, capability, and sustainability of each region, and the extent to which this knowledge is translated into economic value and transferred into the wealth of the citizens of each region.

EEG highlights the important factors that initiate, inhibit, or consolidate the contextual settings and relationships in which regions and their respective agents, which comprise and shape economic activity and social reproduction, change over time. It has at its core the production and destruction of novelty in space, and the links between innovation and regional economic fortunes. The creation of knowledge, its movement and recombination within different regional ensembles of economic agents and institutions plays a critical role in the evolution of the space-economy. EEG provides a framework to disentangle the complexity of technological change and regional economic development based on a variety of theoretical and methodological approaches. In only a short time, EEG has established itself as a promising and rapidly evolving research framework with its focus on the driving forces of regional development across various scales and its attempt to translate findings into public policy. This book advances the theoretical foundations of EEG, and demonstrates how EEG utilises and operationalises conceptual frameworks, both established and new. Contributions also point to future research avenues and extensions of EEG, attempting to build stronger ties between theory, empirical evidence, and relevance to policy.
