This figure increases if other forms of inattention are considered. Having a solid evidence-base from which to develop injury countermeasures is a cornerstone of road-safety management. It provides information essential to clarify the intentions of a speaker, and thus to identify the actual meaning of an utterance. A large amount of research in Pragmatics has shown how wide-ranging and multifaceted this concept can be. Context spans from the preceding words in a conversation to the general knowledge that the interlocutors supposedly share, from the perceived environment to features and traits that the participants in a dialogue attribute to each other. This last category is also very broad, since it includes mental and emotional states, together with culturally constructed knowledge, such as the reciprocal identification of social roles and positions. The assumption of a cognitive point of view brings to the foreground a number of new questions regarding how information about the context is organized in the mind and how this kind of knowledge is used in specific communicative situations. A related, very important question concerns the role played in this process by theory of mind abilities (ToM), both in typical and atypical populations. In this Research Topic, we bring together articles that address different aspects of context analysis from theoretical and empirical perspectives, integrating knowledge and methods derived from Philosophy of language, Linguistics, Cognitive Science, Cognitive Neuroscience, Developmental and Clinical Psychology.

Understanding the impact of interventions requires understanding of the context in which the intervention takes place and the channels through which it is expected to occur. For infrastructure interventions it is particularly important to identify the links between the input and the outcomes and impacts because the well-being of people, the ultimate impact, does not change directly as a consequence of the intervention. Therefore impact evaluation of infrastructure programmes typically requires mixing both quantitative and qualitative approaches as illustrated in many of the contribution to this edited volume. In February 2018, the Global Policy Group kicked off phase two, leading our work to finalize the Thirteenth General Programme of Work 2019-2023 (GPW13), redesign 13 of our core processes as best-in-class", develop our new 3-level operating model and co-create with all staff a set of core values to guide our ways of working. On 6 March 2019, the Director-General and Regional Directors initiated the third phase, which included aligning our major office structures and developing options for a more fit-for-purpose country presence. The fourth phase –implementation and continuous improvement – began in January 2020, with an initial focus on consolidating our changes and then expanding to monitoring, learning and continuous improvement.
