Smart cities, where technology is used to solve every problem, are hailed as futuristic urban utopias. We are promised that apps, algorithms, and artificial intelligence will relieve congestion, restore democracy, prevent crime, and improve public services. In The Smart Enough City, Ben Green warns against seeing the city only through the lens of technology; taking an exclusively technical view of urban life will lead to cities that appear smart but under the surface are rife with injustice and inequality. He proposes instead that cities strive to be “smart enough”: to embrace technology as a powerful tool when used in conjunction with other forms of social change—but not to value technology as an end in itself. In a technology-centric smart city, self-driving cars have the run of downtown and force out pedestrians, civic engagement is limited to requesting services through an app, police use algorithms to justify and perpetuate racist practices, and governments and private companies surveil public space to control behavior. Green describes smart city efforts gone wrong but also smart enough alternatives, attainable with the help of technology but not reducible to technology: a livable city, a democratic city, a just city, a responsible city, and an innovative city. By recognizing the complexity of urban life rather than merely seeing the city as something to optimize, these Smart Enough Cities successfully incorporate technology into a holistic vision of justice and equity.

Book excerpt: In this thesis, we develop and analyze a novel framework for moving horizon estimation (MHE) of linear and nonlinear constrained discrete-time systems, which we refer to as proximity moving horizon estimation. The conceptual idea of the proposed framework is to employ a stabilizing a priori solution in order to ensure stability of MHE and to combine it with an online convex optimization in order to obtain an improved performance without jeopardizing stability. The goal of this thesis is to provide proximity-based MHE approaches with desirable theoretical properties and for which reliable and numerically efficient algorithms allow the estimator to be applied in real-time applications. In more detail, we present constructive and simple MHE design procedures which are tailored to the considered class of dynamical systems in order to guarantee important properties of the resulting estimation error dynamics. Furthermore, we develop computationally efficient MHE algorithms in which a suboptimal state estimate is computed at each time instant after an arbitrary and limited number of optimization algorithm iterations. In particular, we introduce a novel class of anytime MHE algorithms which ensure desirable stability and performance properties of the estimator for any number of optimization algorithm iterations, including the case of a single iteration per time instant. In addition to the obtained theoretical results, we discuss the tuning of the performance criteria in proximity MHE given prior knowledge on the system disturbances and illustrate the theoretical properties and practical benefits of the proposed approaches with various numerical examples from the literature.

Then you're on the Far Edge of the Horizon. I've also included a couple of mystical short stories - Miguelito: The smallest sueno (dream). That Hole Inside You, featuring your favorite striped mammal - Skunk. Mystics try to describe the indescribable with words. They bring you in touch with the spiritual world. Some mystical writing is hard to understand. I'd like to think that mine is easy. And some of it is very humorous. Of course, what could be more spiritual than chocolate? Today, things have drastically changed: Life expectancy exceeds 80 years in many countries, and one should expect to live and consume many years after retirement. Thus, we have many investors with various investment horizons, where the length of the investment horizon becomes a crucial factor in determining the best investment diversification.This book analyzes the effect of the investment horizon on the optimal diversification, specifically between stocks and bonds: Should a young investor and an older investor have the same portfolio? Is it recommended to savers for retirement to change the asset allocation between stocks and bonds as they grow older, as life cycle mutual funds do in practice? Is the idiom 'stocks for the long run' backed by scientific evidence? We analyze for which horizons it is recommended to employ the popular Mean-Variance rule and for which horizons employing this rule induces an economic distortion, hence a loss to the investors. It is shown that all relevant parameters for investment choice (means, variances, and correlations) change in a non-linear way with the horizon, a fact that makes the investment horizon crucial for investment choices. Similarly, the popular Sharpe, Treynor, and Jensen performance indices vary with the assumed horizon even in the case of independence over time. To analyze all the above issues, we employ the Mean-Variance rule and Stochastic Dominance rules, as well as direct expected utility calculations.
