The principle goal of the South Asia Strategy is to conclude the war in Afghanistan on terms favorable to Afghanistan and the United States. The introduction of additional advisors and enablers in 2018 stabilized the situation, slowing the momentum of a Taliban march that had capitalized on U.S. drawdowns between 2011 and 2016. The Afghan National Defense and Security Forces (ANDSF) remain in control of most of Afghanistan's population centers and all of the provincial capitals, while the Taliban control large portions of Afghanistan's rural areas, and continue to attack poorly defended government checkpoints and rural district centers. The ANDSF have continued to excel in offensive operations; the bulk of their casualties have come in defense of isolated checkpoints, command posts, and bases. The ANDSF, with U.S. and coalition support, have limited new Taliban territorial gains and quickly regained control of population centers when attacked. The intensity of the fighting and level of bloodshed on both sides has risen as both sides vie for leverage at the negotiating table.

Book excerpt: On December 31, 2014, the NATO ISAF mission concluded, and on January 1, Resolute Support, a non-combat mission dedicated to training, advising, and assisting the Afghanistan National Defense Security Forces (ANDSF) and Afghan security ministries, was established. Afghans have assumed responsibility for the security of their nation, but Resolute Support remains committed to preparing the ANDSF for the difficult fight ahead. During the reporting period, anti-Afghan forces continued to present a formidable threat; as President Ghani acknowledged while addressing Congress on March 25, Afghanistan is 'a critical frontline nation in the war against extremism.' The ANDSF has fought this war with resilience and professionalism, and their capabilities continue to improve. By the end of May, the force had achieved significant advancements in light airlift, casualty evacuation, and non-traditional intelligence, surveillance, and reconnaissance. Although considerable challenges remain, the Department of Defense is confident that the ANDSF has the capabilities, capacities, and morale to set the conditions for Afghan-led reconciliation. This report covers efforts to enhance security and stability in Afghanistan from December 1, 2014, through May 31, 2015.

Book excerpt: Since the last Report was released in April 2011, the International Security Assistance Force (ISAF) and its Afghan partners have made important security gains, reversing violence trends in much of the country (except along the border with Pakistan), and beginning transition to Afghan security lead in seven areas. Continued military pressure through partnered operations has allowed joint ISAF-Afghan forces to maintain and expand the security gains made during the previous year, disrupting insurgent safe havens and command and control structures, and expanding security for the Afghan population. The Afghan National Security Forces (ANSF) have been integral to this success, demonstrating substantial growth in quantity, quality, and operational effectiveness. Although security continues to improve, the insurgency's safe havens in Pakistan, as well as the limited capacity of the Afghan Government, remain the biggest risks to the process of turning security gains into a durable, stable Afghanistan. The insurgency remains resilient, benefiting from safe havens inside Pakistan, with a notable operational capacity, as reflected in isolated high-profile attacks and elevated violence levels in eastern Afghanistan. Security gains during the reporting period (April 1, 2011 through September 30, 2011) have provided a firm foundation for the transition of security responsibilities to the Afghan Government and the ANSF. The ongoing success of the civil-military COIN campaign has degraded the Taliban-led insurgency, limiting their operational capacity and undermining their popular support. Nevertheless, the insurgency remains resilient and, enabled by Pakistani safe havens, continues to contest ANSF and ISAF progress throughout the country, particularly in eastern Afghanistan. Although the security situation continues to improve, the Afghan Government must continue to make progress toward key governance and development initiatives in order for security gains to become sustainable. Finally, even as U.S. surge forces draw down over the next year and as the transition process continues, the mission and strategy remain unchanged, and the United States and its coalition partners remain committed to achieving long-term stability and security that will ensure Afghanistan never again becomes a safe haven for al Qaeda or its affiliates.

This analysis reveals that corruption substantially undermined the U.S. mission in Afghanistan from the very beginning of Operation Enduring Freedom. For the past 11 years, the United States and our coalition partners have led the fight against the Taliban, but now Afghan forces are conducting almost all combat operations. The progress made by the International Security Assistance Force (ISAF)-led surge over the past three years has put the Government of the Islamic Republic of Afghanistan (GIRoA) firmly in control of all of Afghanistan's major cities and 34 provincial capitals and driven the insurgency into the countryside. ISAF's primary focus has largely transitioned from directly fighting the insurgency to training, advising and assisting the Afghan National Security Forces (ANSF) in their efforts to hold and build upon these gains, enabling a U.S. force reduction of roughly 34,000 personnel— half the current force in Afghanistan—by February 2014.As agreed by President Obama and President Karzai at their January 2013 meeting in Washington, D.C., and in line with commitments made at the Lisbon and Chicago NATO summits, "Milestone 2013" was announced on June 18, 2013, marking ISAF's official transition to its new role. The ANSF has grown to approximately 96 percent of its authorized end-strength of 352,000 personnel and is conducting almost all operations independently. As a result, ISAF casualties are lower than they have been since 2008. The majority of ISAF bases has been transferred to the ANSF or closed (although most large ISAF bases remain), and construction of most ANSF bases is complete. Afghanistan's populated areas are increasingly secure; the ANSF has successfully maintained security gains in areas that have transitioned to Afghan lead responsibility. To contend with the continuing Taliban threat, particularly in rural areas, the ANSF will require training and key combat support from ISAF, including in extremis close air support, through the end of 2014.Challenges with the economy and governance will continue to foster uncertainty about the longterm prospects for stability. Afghanistan has made some progress over the past decade, as reflected in the recently released United Nations Development Programme Human Development Index, which cited Afghanistan as making the largest percentage gain in the world over the last 10 years. Moreover, the economy grew 12 percent in 2012, and the Afghan government is increasingly able to execute parts of its budget and deliver very basic goods and services. Nonetheless, Afghanistan remains one of the poorest countries in the world and will remain heavily dependent on outside aid. The government has yet to reduce corruption or extend governance to many rural areas effectively. Given the expected decline in international assistance, Afghanistan will need to embrace new sources of future economic growth and government revenue.
