The book examines the engineering of the VIS by analyzing how it was designed before its deployment in the field of border security, and how it is maintained to ensure continuous and secure operation. It illustrates how engineering processes that render the VIS functional are not just technoscientific, but inherently political, as they (re)configure and maintain the power to govern international mobility by digital means.

Book excerpt: Since its launch in 1995, the majority of personal data held in the Schengen Information System (SIS) concerns third-country nationals to be refused entry to the Schengen territory. This study reveals why the use of the SIS (and the second generation SIS or SIS II) entails a risk to the protection of human rights such as the right to privacy and the right to data protection, but also the freedom of movement of persons and the principle of non-discrimination. This study describes the implementation of the SIS in respectively France, Germany, and the Netherlands and the available legal remedies in both data protection and immigration law. On the basis of three general principles of European law, minimum standards are developed for effective remedies for individuals registered in the SIS, but also other databases such as Eurodac or the Visa Information System.

Borders are increasingly being re-conceptualised to account for connectivity as well as divisions at the same time as focus is shifting from permanence to permeability. The ambivalence ascribed to bordering processes is at heart a security concern; borders are not only entwined with state formation but are also attempts at governing securities, identities and histories. Proceeding from a critical rendering of statist conceptualisations of borders, security and governance, the book not only emphasises the politics of borders, mobility and re-locations, but also provides a shared groundwork for interrogating the spatial conditions for bordering and border work as manifestations of a continuously deferred becoming rather than being. A principal contribution of the volume is its scrutiny of how borders are enacted and perceived in and through the everyday, and of how such production and construal can make sense as acts of resistance to various forms of governing. Second, it addresses criticisms of autonomy of migration in order to develop it as a viable approach for border, migration and critical security studies. Hence, the book is driven by two interrelated research questions: what does the assertion of moments of autonomy of migration refer to in the context of border regimes that use biometrics to turn migrants’ bodies into a means of mobility control?
