When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Book excerpt: Bushmeat has always provided a source of nutrition and traditional medicine for local people throughout Asia; this important resource is becoming increasingly under pressure due to loss of forest and overharvesting because of rising demand from growing human populations and trade (legal and illegal). For this reason, the conservation of forests and sustainable use of wildlife are both imperative for improving rural livelihoods and poverty alleviation. A comprehensive literature review yielded 236 papers relevant to this topic, with the greatest number of papers discussing Southeast Asia (61%) followed by South Asia (22%) and East Asia (16%). Potential solutions that emerged from the review include the use of: measures of harvest to better gauge sustainable offtake levels, protected areas and recovery zones; improved governance; and the implementation of co-management partnerships. Potential solutions for the traditional medicine trade include urban demand reduction campaigns, introduction of synthetic alternatives, increased efforts to reduce illegal trade, and implementation of certification schemes for wildlife products. In all of these cases, a myriad of social implications, such as the importance and spiritual significance of bushmeat in different cultures, the preferences for bushmeat over farmed alternatives and the tradition of wildlife-derived medicines, must be considered. Areas for further research include: the study of climate change on bushmeat and food security; the traditional medicine supply chain; consumer reaction to synthetic alternatives; the use of bushmeat particularly for medicinal purposes in urban societies; and the negative effects of the growing wildlife trade on local livelihoods.

Since 2003, the Council of Europe–European Commission joint initiative known as the “Ljubljana Process: rehabilitating our common heritage” has set out to unlock the potential of the region’s rich immovable cultural heritage, working with national authorities to accelerate the development of democratic, peaceful and open societies, stimulate local economies and improve the quality of life of local communities. In 2003, the region was overcoming the effects of the traumatic transition to a market economy. Since then, it has been hit hard by the economic crisis of 2008, and more recently by an unprecedented migration crisis. Despite the challenges facing the region in the field of cultural heritage, the present situation can be seen as an opportunity to use the lessons learned from the Ljubljana Process to avoid the traps laid by the cumulative and sometimes inconsistent heritage-protection legislation of the past 60 years, overcoming the legacy of the top-down approach that privileges the “high art” canon rather than the local heritage that reflects the culture of everyday life and which often means more to most people. The authors suggest that selecting from innovative practice elsewhere could make heritage management smarter so that it more directly meets the needs of modern society and individual citizens. This volume reflects the views of international experts involved in the joint initiative and complements earlier studies on the impact of the Ljubljana Process by experts from within the region (Heritage for development in South-East Europe, edited by Gojko Rikolović and Hristina Mikić, 2014) and from the London School of Economics and Political Science (The wider benefits of investment in cultural heritage. Book excerpt: This working paper presents the status of forest tenure in contemporary Indonesia; it explores how forest tenure reforms emerge and the options for formal approaches to securing customary rights in Indonesia. It also presents an overview and analysis of Indonesia's legal and institutional framework for tenure reform. Forest tenure reforms in Indonesia have evolved through dynamic, interactive, collaborative processes that have involved both State and non-State institutions. Both the processes and the products (such as policies and programs) of forest tenure reforms in Indonesia, such as the 1999 reforms that resulted in social forestry schemes, have not been effectively implemented in Indonesia due to the: onerous process of obtaining a permit; lack of direction and motivation of staff within implementing agencies in supporting social forestry; limited capacity and resources among both communities and implementing agencies to comply with the technical requirements to process the permit; and macro-level economic prioritization of extractive activities that concentrate benefits in the corporate sector. Moreover, women and marginal members of indigenous peoples and local communities have been largely left out. However, recent developments such as Constitutional Court Ruling No. 35/2012 defined land and forests within customary territories as private entities, and not State land and forests. Furthermore, recent government initiatives for recognizing existing agroforestry practices within kawasan hutan by granting land title or bringing them under social forestry schemes are important developments that can help to resolve conflicts. Finally, the government's ambitious target of bringing 12.7 million ha of State forest area under community management, deregulation of some of the steps for obtaining a social forestry permit and the involvement of non-State actors in tenure reform processes have the potential to further strengthen local people's rights and security over land and forests, if properly supported and implemented.

Despite the tremendous investments in disaster risk reduction (DRR), disasters have wiped out the developmental gains of these countries. In this book, Denise Thompson argues that disaster risk governance (DRG) as a practical and academic matter has not been given the attention it deserves, and as a result, this neglect has undermined the time, money and resources invested in DRR in developing countries since the late 1970s and early 1980s. Thompson proposes that properly conceptualizing DRG based on context will help to address some of the deficiencies. Consequently, DRG needs to become a central focus, particularly for developing countries. Written with real-life implications for developing countries, Disaster Risk Governance is perfectly suited for practitioners and researchers in area studies, disaster risk reduction and disaster governance, as well as students of disaster studies.
