Book excerpt: Energy transitions are occurring across the globe as natural gas and renewable energies increasingly compete with and displace coal-fired electricity, and the need to reduce greenhouse gas emissions to combat climate change becomes more urgent. As energy sources transition, so too does the entire energy system in which they operate. For the coal industry, the energy transition leads to significant structural changes to the communities that are losing coal-based employment. Through a comparative analysis of the energy policies of Germany and the United States using a transdisciplinary framework, this thesis identifies potential policy actions to overcome barriers to a just transition and improve outcomes for workers with durable legislative policy. Extensive literature review including policies, analysis, commentary, and publicly available data, is employed to contextualize the energy transition in Germany and Appalachia. Germany, with a long history of energy transition policies and similarities between its coal regions and that of Appalachia, provides a useful study of policy strategies. This thesis suggests that within the context of the United States, durable legislated policy, not executive action, is paramount to sending the stable policy signals required to encourage further development of policy actions to manage the energy transition.

Book excerpt: We use restricted-access, geocoded data on the near-universe of workers in 23 U.S. states in order to quantify the impact of wind energy development on local earnings and employment, by race, ethnicity, sex, and educational attainment. We find the largest relative impacts for workers without a high school education, or workers with a college education, in addition to other systematic differences across sub-populations. We compare these results to estimates using county aggregates of the worker-level data, such as can be obtained using publicly available data. We find that (a) county-level estimates are dramatically dampened relative to geocoded worker-level estimates, and (b) the degree of bias differs by sub-population such that qualitative comparisons of impacts are not consistent using restricted-access data versus county-level data for most sub-populations. We discuss implications for achieving equity goals within energy transition policies.

But substantially reducing the use of fossil fuels to generate electricity, to power vehicles, and to manufacture the stuff of everyday life will profoundly disrupt the communities that currently dedicate themselves to carbon-intensive industries. In this paper, I consider the potential for adverse labor market consequences from the energy transition and the suitability of existing policies to counteract them. Top of mind in this discussion is to avoid repeating the painful adjustment to globalization and automation, which in recent decades brought concentrated job loss and long-lasting economic distress to local labor markets that had been specialized in manufacturing. I begin by mapping the spatial distribution of employment in fossil-fuel-intensive activities across US commuting zones from 2000 forward. Then, using the labor market consequences of the post-1980 decline of coal as a backdrop, I discuss policy options for easing adjustment to the energy transition, including letting market forces work, reinforcing the social safety net, and expanding place-based policies.

Book excerpt: The employment impacts of the transition to a post-carbon economy are gaining increasing attention. The post-carbon transition implies fundamental changes in the economy followed by significant changes in the structure of labour demand. Industries with the highest carbon footprint are of utmost importance because of the large expected changes in supply chain structures forced by decarbonisation. The power industry is a crucial component of the transition since its decarbonisation can also help other sectors (such as transportation) switch to cleaner energy fuels. Renewable energy sources are promising technologies that could significantly help foster transition in the energy sector and to provide energy with almost zero greenhouse gas emissions. Restructuring away from fossil fuels will bring about associated job losses in non-renewable energy sectors together with job gains in the renewable energy ones. Building energy infrastructure with a significantly higher share of renewables will also require significant capital investments in new facilities, possibly further fostering employment. Understanding the overall net effects on employment (i.e. job gains vs. job losses) would help inform transition policies in order to design policies guided not only by environment and climate but also by social considerations. To estimate the net effects on employment related to the increasing share of renewable energy, we develop a forward-looking multi-regional input-output model that takes into account the labour demand associated with capital investments in renewable energy infrastructure, separately from operation and maintenance. Modelling capital formation separately allows for a more precise assessment of the changes in labour demand needed to deal with the transition and can better inform related adaptation policies. The modelling consists of gradually replacing the production of electricity from non-renewable energy sources with production from renewables by comparing the effects of two scenarios in five-year intervals until 2050. The model focuses on changes in the European Union (EU) plus the United Kingdom (UK) and shows the net effects on the number of jobs by skill level (low-, medium- and high-skilled) and gender, by industry group and by country.
