Energy-related issues such as (1) the availability of new energy sources and viable technologies, (2) the disparity in access to energy sources, (3) the role of energy in our societies (energy societal metabolism), (4) the energy support to the life of our cities (where about half of world population is going to live very soon), and (5) the energy demand for food security all over the world, are “hot” problems that humans will have to face within the framework of sustainability (ecologically sound production and consumption patterns associated with socially acce- able life styles), in terms of policies, technological development and economic processes. A coherent energy strategy is required, addressing both energy supply and demand, security of access, development problems, equity, market dynamics, by also taking into account the whole energy lifecycle including fuel production, transmission and distribution, energy conversion, and the impact on energy equipment manufacturers and the end-users of energy systems. Issues of energy efficiency and rebound effect must also be taken into proper account. In the short term, the aim should be to achieve higher energy efficiencies and increased supply from local energy sources, in particular renewable energy sources.

The contributions cover key issues in sustainable energy and illustrate that the insecurity of a majority of countries owes to internal factors which have more to do with market forces, inefficient technologies, lack of institutions, environmental insecurity, pricing mechanisms, etc., and less to do with the international situation. The links between energy and development are both direct and indirect. Directly, energy provides several services and utilities to maintain human well-being, and also does so indirectly through stakeholders. This volume addresses both the direct and indirect links and provides sustainable alternatives, helping readers to better grasp the resilience of both socio-economic and resource sub-systems in the process. The issues affecting energy supply and demand, including technology portfolios, environmental considerations and consumer attitudes are thoroughly discussed. One of the critical questions that arises is how to facilitate energy investment. The investment climate and the key issues involved are analyzed, including: the capital flows with reasonable and stable investment frameworks, timely decision-making by governments, and open markets. The broad objective of the volume is to foster a deeper understanding of the concept of energy security and to identify the methods of analysis, policy initiatives and future research needed to generate a balanced pattern of energy use and mitigate its impact on humanity and the environment.

Book excerpt: On 21 November 2007 the grand and elegant Delegates Hall of the Hungarian Parliament was the scene of the opening of a conference to discuss some of the most pressing issues of the day, those related to our unending thirst for energy, its environmental consequences, and the challenges that these bear on security. Over the next 3 days scientists, parliamentarians and their guests confronted, challenged, teased and cajoled each other in a NATO Advanced Research Workshop (ARW) entitled “Energy and Environmental Challenges to Security,” affirming that knowledge and public service hold the keys to solving our greatest challenges. The magnitude of the security challenge was confirmed while this volume was being prepared. In mid-2008, the International Energy Agency issued a report concluding that US$45 trillion would be needed over the next half century to prevent energy shortages and greenhouse gas emissions from undermining global economic growth. But lest such large numbers cause us all to shrug, this volume brings attention to some of the more manageable aspects of the environment and energy security challenge – from addressing conflict resources such as illegal timber that contribute to corruption and regional instability, to means and mechanisms to enable the diversification of energy supplies, to environmental risk reduction strategies for particular installations. The participants in the Hungarian Parliament building were atypical for a NATO Advanced Research Workshop.

Growing US and global energy demands need to be met and the anticipated impacts of climate change must be avoided – all at an affordable price, while avoiding conflict with other nations that have similar goals. Bernell and Simon examine the current and prospective landscape of American energy policy, from tax incentives and mandates at the federal and state level to promote wind and solar power, to support for fracking in the oil and natural gas industries, to foreign policies designed to ensure that markets and cooperative agreements — not armies, navies and rival governments — control the supply and price of energy resources. They look at the variety of energy related challenges facing the United States and argue that public policies designed to enhance energy security have at the same time produced greater insecurity in terms of fostering rising (and potentially unmet) energy needs, national security threats, economic vulnerability, and environmental dangers.

The Secretary-General will also convene the High-Level Dialogue on Energy (HLDE) to promote the implementation of the energy-related goals and targets of the 2030 Agenda for Sustainable Development. Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

Book excerpt: Providing the security of a broad-based energy and slowing the speed of climate change are the main challenges today of the basic of legal framework to stimulate the development of alternative energy sources. Energy from renewable sources is one part of the system, which not only enables to provide energy self-sufficiency, but also contributes to the reduction heating of the Earth's atmosphere. International climate agreements indicate the need to intensify the prevention of global warming and accelerate the reduction in CO2 emissions. The implementation of such challenging plans as outlined in the European Green Deal or "Fit for 55," among others, entails the almost complete elimination of GHG emissions in the energy sector, which can be very challenging for some member states. In the EU, the preferred direction of development of RES use is distributed generation and increasing the share of the use of by-products and organic waste for the production biofuels. This creates great opportunities for rural areas, which until the last century were identified with agriculture and the production of food or raw materials. While the role of agriculture will not diminish, as incomes are rising in relatively poor countries with a high elasticity of demand for food, these areas will increasingly perform a number of other important functions as well. The production of energy raw materials and energy, which is no longer a mere idea, but is becoming, thanks to the development of new technologies, a mainstream energy sector that can make contribution to improving energy security and achieving climate neutrality.
