Book excerpt: In November 2013, the Renewable Energy Working Group (AGFE) of the Nordic Council of Ministers arranged a seminar in Copenhagen, Denmark, to explore renewable energy policy in the Nordic countries post 2030. A preliminary model analysis of future EU energy and climate regulation was prepared expressly for the seminar by Ea Energianalyse. This report describes the results from the model analysis. The results presented at the seminar in Copenhagen, and described in this report, have been supplemented with additional simulations on key parameters after discussions with the AGFE, and some of the assumptions have also been revised.

Book excerpt: Abstract: The results from this study show that the technical measures to avoid Greenhouse gas (GHG) emissions and air pollutants in a Nordic energy system in many cases can result in cost savings for society due to reduced expenses on energy. Environmental benefits achieved due to energy demand savings and structural changes in the energy system would make it easier for the Nordic countries to reach the air pollution targets as well as post-Kyoto targets for GHG. Some of the measures would also make it easier to reach European Air Quality targets. All strategies do not imply co-benefits between air pollution emission reduction and GHG emission reduction. For example, GHG emission reduction through increased use of bio fuels risk imposing a trade-off between air pollution and GHG emission abatement since increased use of bio fuels could risk increasing the emissions of air pollutants. These co-benefits and the risk for conflicts between air quality and climate change should be more emphasised in the development of future Nordic low CO2 energy and emission strategies. The project group also suggests that these Nordic strategies should be developed as joint efforts between the Nordic countries

Energy services and resources, as well as seasonal demand, will be increasingly affected by changing trends, increasing variability, greater extremes and large inter-annual variations in climate parameters in some regions. All evidence suggests that adaptation is not an optional add-on but an essential reckoning on par with other business risks. Existing energy infrastructure, new infrastructure and future planning need to consider emerging climate conditions and impacts on design, construction, operation, and maintenance. Integrated risk-based planning processes will be critical to address the climate change impacts and harmonize actions within and across sectors. Also, awareness, knowledge, and capacity impede mainstreaming of climate adaptation into the energy sector. However, the formal knowledge base is still nascent?information needs are complex and to a certain extent regionally and sector specific. This report provides an up-to-date compendium of what is known about weather variability and projected climate trends and their impacts on energy service provision and demand. It discusses emerging practices and tools for managing these impacts and integrating climate considerations into planning processes and operational practices in an environment of uncertainty. It focuses on energy sector adaptation, rather than mitigation which is not discussed in this report. The production of AHDR-II on the tenth anniversary of the first AHDR makes it possible to move beyond the baseline assessment to make valuable comparisons and contrasts across a decade of persistent and rapid change in the North. It addresses critical issues and emerging challenges in Arctic living conditions, quality of life in the North, global change impacts and adaptation, and Indigenous livelihoods. The assessment contributes to our understanding of the interplay and consequences of physical and social change processes affecting Arctic residents’ quality of life, at both the regional and global scales. It shows that the Arctic is not a homogenous region. Impacts of globalization and environmental change differ within and between regions, between Indigenous and non-Indigenous northerners, between genders and along other axes.

Book excerpt: Renewable energy sources contribute 16% of the global energy consumption and most nations are working to increase the share of renewables in their total energy budget, to reduce the dependence on fossil fuel sources. Most Nordic and Baltic countries have already surpassed the target set for EU countries by 2020, to produce 20% of energy use from renewables like hydropower, solar energy, wind power, bio-energy, ocean power and geothermal energy. This publication presents results from a comprehensive research project that investigated the effects of projected future climate change on hydropower, wind power and bioenergy in the Nordic and Baltic countries, with focus on the period 2020-2050. The research group investigated historical climate, runoff and forest growth data and produced climate scenarios for the region based on global circulation models. The scenarios were used as input in models forecasting changes in glacial meltwater production, basin-wide runoff, mean wind strength, extreme storm and flooding events and energy biomass production. Although the uncertainty in modelling results translates into increased risks for decision-making within the energy sector, the projected climate change is predicted to have a largely positive impact on energy production levels in the region, and energy systems modelling projects increased export of energy to continental Europe by 2020.

The main aim of the book is to analyse how these states are dealing with current and emerging security challenges and how they might better prepare for these challenges. A special focus is on ‘new’ security threats and solutions, such as drones and hybrid warfare. Simultaneously, the book focusses on how small states are responding to emerging ‘old threats’, such as Russian aggression in its neighbouring states and increased activity in the North Atlantic. The book makes an attempt to answer questions like: How are the small states of NATO and its small partner states adjusting to the new geo-political and geo-economic environment? Do small states in NATO manage the tension between alliance commitments differently from small states that are not members of NATO? What are the core strategic interests of the NATO and non-NATO partner small states? The book is about the external dimension of inherent size-related difficulties in states and how small states compensate for their inbuilt structural weaknesses compared with their larger neighbouring states. One third of the member states of NATO are small and most NATO partner states are small states too. Small states frequently have a disproportionate effect on global politics and they are more often affected by global shifts of power, yet they have less resources available to address security challenges. The aim of the book is to enhance the understanding of the role of small states in the changing global international security environment. The book presents the theory of shelter (which is derived from the diverse and extensive literature on small states) and uses it to examine how small states respond to new and old security threats. Shelter theory addresses three interrelated issues of common concerns to small states: the reduction of risk before a possible crisis event, assistance in absorbing shocks in times of crises, and help in recovering after such an event. In short, shelter theory claims that small states need external shelter in order to survive and prosper. They are dependent on the economic, political, and societal shelter provided by larger states, as well as regional and international organizations.
