This study was performed in accordance with the Energy Conservation Jnvestment Program (ECIP) Guidance issued by the Department of the Army, Office of the Chief of Engineers dated revised 31 December 1982. The governing Supplemental Scope of Work was revised by the Sacramento District Corps of Engineers as of 11 June 1982, 9 July 1982, 14 January 1983 and 8 April 1983. The contract objective is to develop a systematic plan of projects that will result in the reduction of energy consumption in compliance with the objectives set forth in the Army Facilities Plan (dated 26 October 1981) without decreasing the readiness posture of the Army.

This project has been conducted under the Norfolk District, Corps of Engineers Contract No. DACA 65-8O-C-0O14, by PRC Systems Services, Cocoa Beach, FL. During Increments A and B, four modification projects were recommended for funding under the Energy Conservation Investment Program (ECIP). Increment G resulted in three recommended projects and Increment E determined the feasibility of a new, coal-fired central steam plant. Studies conducted during Increments C, D, and F concluded that none of the proposed work was economically feasible under applicable guidelines. Actual energy consumption at NCAD was determined from electricity billings and from fuel oil delivery records. Costs were taken. from contracts and service agreements that were in force at the times the various increments were undertaken. Using conversion factors specified in the Army Facilities Energy Plan and prices in effect during the year, the following summarizes the total energy picture for fiscal year (FY) 83.

The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.
