Book excerpt: This Executive Summary presents condensed information for the Nuernberg Army Hospital Energy Study in the format specified by Annex C to the Statement of Services. The Nuernberg Army Hospital is located in Nuernberg, Germany, at a small installation which is entirely related to the Hospital. The Hospital, itself, is a complex facility totalling 532,062 square feet and consisting of a combination of remodeled older structures and more recently constructed facilities. The EEAP for the U.S. Army Hospital, Nuernberg, (USAHN) was initiated with field investigation work in February 1986. The Interim Report was submitted in May 1986 with revisions in June 1986. The Interim Report Presentation and Review Conference was in July 1986, at which time some added field investigation was undertaken.

Book excerpt: This is the executive summary of an Energy Engineering Analysis Program (EEAP) Study that was conducted at the Noble Army Hospital, Fort McClellan, Alabama by the firm of BENATECH, INC. Work was begun on the hospital energy audit during November, 1983. The facilities investigated in this EEAP Study include the main hospital (building 292) and certain support facilities (buildings 1789, 1929, 2290 and 3211). The study was a special EEAP Hospital Energy Audit and indentified I ECIP Project, 3 non-ECiP Projects and 13 Energy Conservation Measures (ECMs). A total of 32 ECMs were investigated and 15 were not recommended. The Scope of Work (copy included in Appendix A, Volume II) for the hospital study required the performance of a comprehensive energy audit and analysis. If all of the 17 recommended projects and measures are implemented, a 2.3 percent reduction in basewide energy consumption would be realized. A four volume report has been prepared that describes in detail the work accomplished during the study. Volume I provides all the descriptive narrative for the report. Volume II contains a copy of the Scope of Work and ECO calculations. Volume III contains field survey data, current criteria, and BLAST printout. Volume IV contains programming documentation that was prepared for submittal to obtain funding on each recommended project.

(3) Identify all ECOs and perform complete evaluations, including low cost/no cost items. (4) Prepare project documentation for all economically justifiable ECOs. (5) List and prioritize all recommended energy conservation projects. (6) Prepare a comprehensive report which documents the work accomplished, the results, and the recommendations.

This study was initiated by the establishment of a computer model of the five building hospital complex as it now exists. Utility data was collected and analyzed to ascertain the present levels of gas and electricity consumption. The project team constructed an energy profile for the hospital complex using inputs from the building drawings, data gathered from the site visits, profile was validated by comparing the results to the utility bills and making minor adjustments to some parameters. An Interim Submittal covering the field survey data and preliminary analysis of all identified Energy Conservation Measures (ECO's) was submitted for review May 3, 1991. A design review conference was accomplished at Fort Riley, Kansas on July 16, 1991. A Prefinal Submittal covering the finalized ECO calculations and preliminary project development brochures was submitted for review September 1991. A review conference was held at Fort Riley in November 1991. The Final Submittal is a finalizing of project calculations incorporating the reviewing agencies comments.

This EEAP was authorized by the U.S. Department of the Army, European Division, Corps of Engineers, headquartered in Frankfurt, West Germany, under contract No. DACA-9O-83-6-OD23. The ultimate goal of this effort is the reduction of energy consumption in compliance with the objectives set forth in the U.S. Army Facilities Energy Plan. The scope of services for this study defines the project in three phases of work. Phase I involves data collection for all buildings at Augsburg. The data collection phase includes utility data, determination and inspection of model buildings, assignment and review of similar buildings, and review of operating procedures. Phase II utilizes and relies heavily upon the information collected in Phase I. In this phase, energy conservation recommendations are developed to estimate related energy savings, as Well as implementation costs for specific recommendations. Phase III of this project screened all energy conservation projects and provided programming documents for those projects which the community is requesting funding. By definition, any programmed project has a savings to investment ratio greater than one in compliance with the revised Energy Conservation Investment Program (ECIP) criteria dated June 1985. The end result of the three phases of work are seven packages requesting funding for several projects designed to reduce energy consumption at Augsburg Military Community.

The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.
