Book excerpt: Throughout the course of this study, it became evident that not only was Fort Leonard Wood failing to achieve projected savings for ECIPs accomplished to date, but the basewide energy consumption was increasing above that established by the FY75 base year. As a consequence of this increased consumption, the calculated ECIP energy savings to FY85 falls short of the 25 percent Army Facilities Energy goal. This increase in consumption has occurred primarily from FY8O to FY8l (see Figure 3.2.1-A). The following discussion will enumerate several explanations for the recent increases in energy consumption as well as the failure to meet projected ECIP goals to date. It should be noted that if the sharp increase between FY8O - FY8l is only a temporary trend, the base may meet TRADOC's FY85 goals through ECIP, maintenance, repair, and energy management actions proposed in this study.

Book excerpt: The Army Energy Plan, established in early 1978, sets both short and long term energy goals for the Army consistent with the Presidential Executive Order 12003 issued in mid-1977. It directs the Major Army commands to develop detailed implementation plans and funding documents. The National Energy Conservation Policy Act (NECPA) of 1978, directs that all facilities owned and operated by a Federal Agency must have all energy conservation retrofits performed by 1 January 1990. The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.

Book excerpt: This report covers the Final Submittal for Study of Irwin Army Community Hospital Energy Engineering Analysis Program, Fort Riley, Kansas. This study was initiated by the establishment of a computer model of the five building hospital complex as it now exists. Utility data was collected and analyzed to ascertain the present levels of gas and electricity consumption. The project team constructed an energy profile for the hospital complex using inputs from the building drawings, data gathered from the site visits, profile was validated by comparing the results to the utility bills and making minor adjustments to some parameters. An Interim Submittal covering the field survey data and preliminary analysis of all identified Energy Conservation Measures (ECO's) was submitted for review May 3, 1991. A design review conference was accomplished at Fort Riley, Kansas on July 16, 1991. A Prefinal Submittal covering the finalized ECO calculations and preliminary project development brochures was submitted for review September 1991. A review conference was held at Fort Riley in November 1991. The Final Submittal is a finalizing of project calculations incorporating the reviewing agencies comments.

Book excerpt: The CR5 Group Inc. is pleased to submit this report on Increments C, F and G of the Energy Engineering Analysis Program (EEAP) for Fort Sam Houston, Texas. Increments A and B were completed and the final reports were submitted in October 1983. This work was accomplished under Contract No. DACA63-79-C-O192 with three modifications. The associated volumes, general contents, level of completion and contract modification numbers are listed in TABLE ESl. The EEAP at Fort Sam Houston has been completed under a variety of Modifications and associated Scopes of Work and ECIP Guidances. For example, the original contract work was done under the 5 November 1979 Scope of Work and 7 November 1977 ECIP Guidance, while Modification POOOO6 was completed using the 22 September 1982 Scope of Work and 31 December 1982 ECIP Guidance. This has resulted in projects being analyzed using energy to cost (E/C) and benefit to cost (B/C) ratios of varying minimums as well as Savings to Investment (SIR) ratios. Applicable analysis criteria is identified in each Volume.

Increments C, D and E have not been authorized at this time for Rock Island Arsenal.

This project has been conducted under the Norfolk District, Corps of Engineers Contract No. DACA 65-80-C-00l4, by PRC Systems Services, Cocoa Beach, FL. During Increments A and B, five modification projects were recommended for funding under the Energy Conservation Investment Program (ECIP). Increment G resulted in three recommended projects and Increment E determined the feasibility of a new, coal fired central steam plant. Studies conducted during Increments C and D concluded that none of the proposed work was economically feasible under applicable guidelines.
