Book excerpt: The conference from which this collection of essays grew was organized to address the importance of energy efficiency for Thailand's future economic growth. Like many developing countries, Thailand has been enjoying an impressive Gross Domestic Product (GDP) growth rate in the last few years, prompting many to predict that it will soon "graduate" to join the ranks of the newly industrialized countries. However, these positive economic indicators have also been accompanied by a worrisome one: a dramatic increase in energy use. Between 1986 and 1987 energy use grew by over 15 percentóover twice the rate of GDP growthóand Thailand spent over $1.5 billion on imported energy sources. This book provides a comprehensive overview of the global imperatives for implementing energy efficiency measures in Thailand and other developing countries. Case-study examples are then given of the global experience in energy efficiency in industry, buildings, transportation, and electric power generation. Co-published with the International Institute for Energy Conservation.

It reports on energy efficiency targets and developments in five countries in the Greater Mekong Subregion (GMS): Cambodia, the Lao People's Democratic Republic, Myanmar, Thailand, and Viet Nam. The GMS countries envisage substantial energy efficiency savings over the next 15 to 20 years, with overall energy efficiency savings amounting to almost 60 million tons of oil equivalent annually by 2030. Most GMS governments have established plans for reaching these targets and have implemented policy, regulatory, and program measures to lower energy intensity and achieve energy efficiency. GMS countries project that their energy needs will double or triple over the next 15 years and greater energy efficiency offers a win-win public-private sector partnership for reducing unsustainable reliance on high-carbon (coal and oil) fuels.

Although the near-term forecast is dampened by global volatility, weakening demand and the impact of China’s slowdown, trade in Thailand will remain on an upwards trajectory in 2016, and investment, though unlikely to meet government targets, is nonetheless expected to bounce back from a challenging 2015.

The Clean Energy Finance and Investment Roadmap of Thailand (“the Roadmap”) outlines key actions to unlock finance and investment in two clean energy sectors: (i) renewable power, with special attention to small-scale renewable power systems; and (ii) energy efficiency in buildings, with a focus on cooling applications. The two sectors were selected in close consultation with the Department of Alternative Energy Development and Efficiency (DEDE) of the Ministry of Energy of Thailand. The Roadmap provides a comprehensive overview of the progress to date, policy context and challenges to mobilise near-term finance in those sectors, as well as estimates of the finance needs to reach Thailand’s clean energy plans. The report also includes a roadmap action plan, suggesting non-prescriptive recommendations and actions that the Government of Thailand, financial institutions, energy service companies, academia and the international development community active in the country could undertake to foster clean energy investments in Thailand.
