Book excerpt: For nearly two decades the U.S. economy has been plagued by two disturbing economic trends: the slowdown in the growth rates of productivity and average real wages and the increase in wage and income inequality. The federal budget is in chronic deficit. Imports have far exceeded exports for more than a decade. American competitiveness has been a source of concern for even longer. Many Americans worry that foreigners are buying up U.S. companies, that the economy is losing its manufacturing base, and that the gap between rich and poor is widening. In this book three of the nation's most noted economists look at the primary reasons for these trends and assess which of the many suggestions for change in policy—whether for increased tax incentives for investment, education reform, or accelerated research and development—are likely to work and which may not work and could even hinder economic development. The author's discuss a variety of issues connected with deindustrialization and diminished competitiveness, distinguishing between problems that would be of real concern and those that should not. They evaluate explanations for slow growth in aggregate productivity in the United States and its relation to slower growth in other industrialized countries. They discuss the performance of the various sectors of the U.S. economy and systematically examine the evidence for and against the major proposals for correcting the adverse trends in productivity and inequity. Growth With Equity clearly explains how the country can accomplish the challenge of accelerating growth and narrowing the gap that separates the rich from the poor. While recognizing that some of their recommendations may be politically painful, the authors stress the importance of adopting a purposeful, long-range policy to encourage growth, ensure equity, and reduce the government's equity.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Despite the significant amount of stimulus funds, as well as state and local funding, that are being allocated to EBED initiatives in the United States, the emerging discipline has received scant attention in the energy, policy, and development literature. The link between energy and economic development in the literature is still theoretical, mostly focused on the need for and the potential benefits of EBED, and rarely applied. Furthermore, funding for EBED has outpaced understanding of the discipline, development of rigorous technical approaches, and meaningful ways to measure impact. Such information would not only help practitioners and policymakers more thoroughly understand the confines of the discipline and shape goals and approaches accordingly, but also help researchers identify, track, and evaluate a variety of activities in the field. With national and international attention focused on the convergence of these fields, researchers and practitioners have a rare opportunity to develop and implement the tools necessary to evaluate and communicate the potentially broader impacts that EBED may hold for society. If ways to leverage and sustain the injection of funds in this discipline are not identified, the opportunity may end before we can achieve either energy policy or economic development goals. In an attempt to respond to this need, this analysis explores the connection between energy and economic development, beginning with a review of the trends in each field and the goals that each seeks to achieve. On the basis of this information, we define the discipline of EBED, review the existing literature on it, and offer insights and perspectives on its emergence.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
