Book excerpt: This paper discusses the effect of residential energy prosuming on households' energy consumption behavior with the objective to find evidence for a “prosumer rebound effect” on energy consumption. Prosuming is the partial self-consumption of distributed energy production. We hypothesize that prosumer households are systematically different from consumer households regarding their housing situation and socio-economic characteristics. We address sample selection bias by using a quasi-experimental technique called propensity score matching as our identification strategy. We employ data from a nationwide online survey among homeowners in Germany. While the data shows a correlation of lower energy consumption and prosumer households, we find no significant difference of energy consumption behavior between prosumers and non-prosumers when controlling for sample selection bias. Instead, the lower energy consumption of prosumer households is attributed to more energy-efficient technical equipment and thus to purchasing behavior. Our results show neither evidence for negative nor positive externalities of prosuming on residential energy consumption behavior and therefore we conclude that there is no need for additional governmental measures in the form of taxation or subsidies to address behavioral changes of energy prosuming.

Private households, on the contrary, pursue the maximization of wellbeing, or in microeconomics jargon, the maximization of utility of the occupants. There is a marked difference between upfront-calculated energy performance ratings (EPRs) and realized heating energy consumption (HEC). From an energy and environmental policy point of view, a deviation of energy consumption from ex ante calculated EPRs is problematic, as it offers poor guidance for (prospective) homeowners, policy-makers and researchers relying on the EPRs as benchmarks. The EPR-HEC gaps reported are, apart from heterogeneity, i.e. deviations from the mean aggregate values, often attributed to (unanticipated) behavioral effects. From an energy economist's point of view, energy rebound induced by a decreasing unit price per unit of energy service output is one explanation. The existing literature in this field almost entirely treats building-specific EPRs as universal standards, trying to explain the empirically observed discrepancies. In this paper, we investigate whether and to what extent the current EPR scheme in place in Germany today can address behavioral issues. To this end, we empirically investigate the deviations between EPRs used in regulation and observed HEC levels based on two different data sets for Germany. The results show that it is not necessarily the behavioral dimension, but rather the static and mostly technically guided calculations of the EPRs itself that account for the major part of this deviation. The results obtained and insights gained from our analysis highlight the need for further improvements in the field of EPR regulation and methodology.

Book excerpt: Economy-wide rebound effects may undermine climate policies relying on energy efficiency improvements. However, available rebound estimates diverge widely. We illustrate the crucial role of model assumptions of household heterogeneity and elasticities. A computable general equilibrium model of the Austrian economy incorporates multiple household groups with heterogeneous preferences and analyzes how improving efficiency by 10% affects household fossil fuel consumption. In the base model, economy-wide rebound is 65%; different household groups show direct rebound of 8-12%; thus, indirect rebound mainly contributes to economy-wide rebound. A sensitivity analysis using Monte Carlo simulation varies elasticities between household groups, namely substitutability between material and energy goods, and between different energy goods. In 160 simulation runs, the economy-wide rebound emerges as rather robust. By contrast, direct rebound varies widely among household groups and attains 30%, where reciprocal feedback between groups builds up. In the base model, a fossil fuel tax rate of 43% neutralizes the economy-wide rebound. When elasticities in 180 simulation runs are varied, this tax rate spans from 15% to 80%. Thus, rebound estimates and derived policy advice, such as specific rates and numbers, should be treated with great caution, unless elasticity parameters are reliable and account for heterogeneous consumer preferences.

In June 2018, the European Union agreed on a corresponding enabling framework as part of a recast of the Renewable Energy Directive (RED II). The transposition of these comprehensive rules – in particular those on local RE communities – requires developing, implementing and rolling out business models that broaden the capital participation of consumers. The challenge is to include municipalities and/or commercial investors like SMEs and advance to economies of scale while retaining the benefits of individual consumer participation. This book is addressed to energy consumers in local communities, their municipalities and to the policy makers who represent them. Additionally, non-EU countries, in particular those where rural areas have limited access to energy, e.g. in Asia, Africa and Latin America, may be interested in the benefits of consumer ownership. While demand for energy in developing countries is growing, access to energy is crucial for improving the quality of life. The editor of this book presents a new model of consumer ownership in RE for both the EU and countries worldwide. Part One describes the rationale for consumer ownership in RE with regard to social, organizational, legal and financial conditions. He shows that modern economic growth and the diffusion of knowledge have allowed us to avoid inequalities on the apocalyptic scale predicted by Karl Marx. But we have not modified the deep structures of capital and inequality as much as we thought in the optimistic decades following World War II. The main driver of inequality--the tendency of returns on capital to exceed the rate of economic growth--today threatens to generate extreme inequalities that stir discontent and undermine democratic values if political action is not taken. But economic trends are not acts of God. Political action has curbed dangerous inequalities in the past, the author says, and may do so again. This original work reorients our understanding of economic history and confronts us with sobering lessons for today.

Book excerpt: Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.
