Book excerpt: The Woodlands is a HUD Title VII New Town located north of Houston. It includes 22,000 acres and the plan for the new town consists of 6 residential villages, a town center called the Metro Center and several additional tracts, such as the Trade Center for larger-scale industrial use. Each village is to be structured around one large and several supporting neighborhood centers. Ultimate population is planned to be 150,000. Included in this report are sections on background, team structure and organization, methodological considerations, the conventional and energy-conserving plan, constraints to implementation, and general conclusions and next phases.

Book excerpt: The workshop was opened by Mr. J. Kaminsky giving a brief synopsis of the history of the case studies to date. The Site and Neighborhood Design case studies are roughly midway through the process of identifying and evaluating various options for increasing energy conservation in current design stages of their development and marketing schedule. The experiences gained to date are given for Burke Center (a village center site, concentrating on building options) in Fairfax Co., Virginia; Radisson (basically a new town) in central New York; Greenbrier (3,000 acres, very flat and wet in a standard metropolitan area) in Virginia near Norfolk; Shenandoah (a series of villages, developed in stages) in Georgia near Atlanta; and The Woodlands (12 million ft2 of building area and 37,000 parking spaces) in Texas near Houston. Technical progress for each development is then summed. Dr. W.R. Powell presented a paper describing an energy conservation system called Community Annual Storage Systems (CASES). CASES collects heat in in summer and stores it for used heating in winter. In the winter, it preserves the chill and provides the necessary cooling in the summer for communities.

Including 44 black and white illustrations, Landscape Performance systematically documents the performance benefits of the environmental, social, and economic aspects of The Woodlands project. It delves into McHarg’s planning success in The Woodlands in comparison with adjacent Houston developments, which demonstrated urban resilience after Hurricane Harvey in 2017. Lastly, it identifies the ingredients of McHarg’s ability to do real and permanent good. Yang also includes a number of appendices which provide valuable information on the methods of assessing performance in landscape development. This book would be beneficial to academics and students of landscape architecture and planning with a particular interest in Ian McHarg.

The Woodlands is planned to be developed over a 26-year period (commenced in 1972) with an ultimate population of 150,000. Following a summary chapter, Chapter II presents background material on The Woodlands and results of the study are summarized. Chapter III describes the project team and its organizational structure. Chapter IV outlines and documents the methodology that was employed in developing, analyzing, and evaluating the case study. The next chapter describes and analyzes the conventional plan, documents the process by which energy-conserving methods were selected, and evaluates the application of these methods to the Metro Center Study area. Chapter VI discusses constraints to implementation and is followed by a final chapter that presents the general conclusions from the case study and suggests directions for further investigation.

Book excerpt: This introductory meeting of the Site and Neighborhood Design (SAND) program identified and addressed areas of mutual concern to the contractor teams and the sponsoring organization, the Community Systems Branch, Division of Buildings and Community Systems. Of particular importance was realizing various conservation options for the five case studies. Distinguishing features of presentations on Burke Center (suburban Fairfax County, Virginia); Greenbriar (Tidewater, Virginia); Shenandoah (Corveta County, Georgia); Radisson, New York; and the Woodlands, (Houston, Texas) are summarized. At a panel discussion, the following subjects were discussed: energy system alternatives at the community scale; architectural and engineering systems; consumer products; passive site options. Developer activities are reviewed. It is concluded that the case studies are not purely research, but to mobilize developers, utilities, and local government to work together to realize more energy efficient site and neighborhood scale developments.
