Energy transformed Russia's fortunes after its decline during the 1990s. The wealth generated from energy exports sparked economic recovery and political stabilization, and has significantly contributed to Russia's assertiveness as a great power. Energy has been a key factor in shaping Russia's foreign relations in both the Eurasian and global context. This development raises a host of questions for both Russia and the West about the stability of the Russian economy, how Russia will use the power it gains from its energy wealth, and how the West should react to Russia's new-found political weight. Given that energy is likely to remain at the top of the global political agenda for some time to come, and Russia's role as a key energy supplier to Europe is unlikely to diminish soon, this book sheds light on one of the key security concerns of the 21st century: where is Russia headed and how does energy affect the changing dynamics of Russia's relations with Europe, the US and the Asia-Pacific region. This book will be of interest to students of Russian politics, energy security, international relations and foreign policy in general. Jeronim Perovic is a senior researcher at the Center for Security Studies at ETH Zurich. Robert Orttung is a visiting scholar at the Center for Security Studies at the Swiss Federal Institute of Technology (ETH) in Zurich and a senior fellow at the Jefferson Institute. To answer this question, the thesis draws upon the 'resource curse' literature, as well as existing works of foreign policy analysis, to formulate a new theory. Based on a framework of neoclassical realism, this energy impact theory of foreign policy proposes that energy wealth, conceived as a national capability, has a significant and reliable effect on major energy-producing states' foreign policies. Specifically, it is hypothesised that increases in energy capabilities amplify the scale and scope of these states' international activity; promote boldness, ambition, and aggression; and encourage the adoption of unilateralist approaches to foreign policy. Decreases in energy capabilities are anticipated to have the opposite effects. Having delineated the core features of this middle-range theory, the model is tested using an initial, most-likely case study of the Soviet Union and Russian Federation, 1970 to 2010. The results of this empirical study are enormously encouraging since, following meticulous qualitative analysis of events data, the theory is concluded to have significant explanatory value in this context, as well as substantial promise as a more general model. In this way, the thesis endeavours to make a distinctive contribution, not only to research into the factors shaping Moscow's international conduct, but also to the broader theoretical literatures on the 'resource curse' and foreign policy analysis. It is anticipated that this thesis marks only the beginning of a much more extensive programme of research.

Orban shows how the Kremlin since 1991 has systematically used Russian energy companies as players in a concerted neo-mercantilist, energy-based foreign policy designed to further Russia's neo-imperial ambitions among America's key allies in Central East Europe. Her unprecedented analysis is key to predicting Russia's strategic response to American negotiations with Poland and the Czech Republic to host the US missile shield. She also reveals the economic and diplomatic modus operandi by which Russia will increasingly apply its energy clout to shape and coerce the foreign policies of the West European members of the EU, as Russia's contribution to EU gas consumption increases from a quarter today to three-quarters by 2020. To encourage this process, energy prices need to be raised substantially. Under plausible assumptions, it is shown that an increase in prices could yield sizable foreign exchange earnings. Large increases in energy prices could, however, threaten the solvency of industrial enterprises, precipitate major economic and social dislocation, and severely strain interrepublican economic relationships.
