Available in PDF, EPUB and Kindle. Book excerpt: This book is an eye-opener that may be an appalling representation of current events in Mexico, but it is based on factual reports of the strength, manner, and frequency of the cartel violence that occurs every day in Mexico. ... As long as the cartels continue to keep their wars inside Mexico and as long as Mexico does not ask for US help, the status quo will continue, and we will see this level and scope of violence incrementally increase in that nation.

Download or read book The Handbook of Latin American and Caribbean Intelligence Cultures written by Florina Cristiana Matei and published by Rowman & Littlefield. This book was released on 2022-06-27 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Handbook of Latin American and Caribbean Intelligence Cultures explores the contemporary efforts of Latin American and Caribbean nations to develop an intelligence culture. Specifically, it analyzes these countries’ efforts to democratize their intelligence agencies (i.e. to develop intelligence services that are both transparent and effective) to convert the former military regimes’ repressive security apparatuses into democratic intelligence communities—a rather paradoxical task, considering that democracy calls for political neutrality, transparency, and accountability, while effective intelligence services must operate in secrecy. Indeed, even the most successful democracies face this conundrum of democracy and intelligence; Latin America and the Caribbean region is not alone in facing this challenge. The legacy of the repressive military regimes or brutal civil wars—which have inspired in the public a general disdain toward intelligence services due to the grave human rights abuses—coupled with politicians’ persistent lack of interest or expertise in intelligence matters complicate the region’s quest for a proper balance between the competing demands of democracy and intelligence. This volume details the attempts of the region’s countries to overcome these obstacles and pursue democratic intelligence institution building—transforming the legal basis for intelligence; establishing democratic control and oversight mechanisms; and fostering intelligence openness, transparency, and outreach.

Download or read book Journey to the United States of North America Viaje a los Estados Unidos del Norte de Am rica written by Lorenzo de Zavala and published by Arte Publico Press. This book was released on 2005-04-30 with total page 436 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in Paris in 1834, Journey to the United States of America / Viaje a los Estados Unidos del Norte América, by Lorenzo de Zavala, is an elegantly written travel narrative that maps de Zavala's journey through the United States during his exile from Mexico in 1830. Embracing U.S., Texas, and Mexican history; early ethnography; geography; and political philosophy, de Zavala outlines the cultural and political institutions of Jacksonian America and post-independence Mexico. de Zavala's commentary rivals Alex de Tocqueville's classic travel narrative, Democracy in America, which was published in Paris one year after de Zavala's. The narrative presents the first account of U.S. political culture from a Mexican point of view and constructs the first comparative political and historical framework for the relationship between Mexico and the United States. In passionate prose, de Zavala argues for the incorporation of the true democratic ideals of the enlightenment in the fledgling Republic of Texas. He hoped Texas would meld the best of both Mexican and American cultures. de Zavala believed that if his colleagues who helped frame the Texas Constitution understood the complexities of democracy and the ideals that their state could achieve through a liberal, federal government that gave equal rights to all of its constituents: Native Americans, Mexicans, Euro-Americans, and free African Americans. The original text is accompanied by eight pages of maps and historical photos, John-Michael Rivera's critical introduction, and an English translation based upon Wallace Woolsey's deft translation, expanded and revised for the purposes of this volume.

Download or read book Diaspora written by Greg Egan and published by Greg Egan. This book was released on 1997-09-03 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2975, the orphan Yatima is grown from a randomly mutated digital mind seed in the conceptory of Konishi polis. Yatima explores the Coalition of Polises, the network of computers where most life in the solar system now resides, and joins a friend, Inoshiro, to borrow an abandoned robot body and meet a thriving community of “fleshers” in the enclave of Atlanta. Twenty-one years later, news arrives from a lunar observatory: gravitational waves from Lac G-1, a nearby pair of neutron stars, show that the Earth is about to be bathed in a gamma-ray flash created by the stars’ collision — an event that was not expected to take place for seven million years. Yatima and Inoshiro return to Atlanta to try to warn the fleshers, but meet suspicion and disbelief. Some lives are saved, but the Earth is ravaged. In the aftermath of the disaster, the survivors resolve to discover the cause of the neutron stars’ premature collision, and they launch a thousand polises into interstellar space in search of answers. This diaspora eventually reaches a planet subtly transformed to encode a message from an older group of travellers: a greater danger than Lac G-1 is imminent, and the only escape route leads beyond the visible universe.
