Book Practical Human Resources for Public Managers

Download or read book Practical Human Resources for Public Managers written by Nicolas A. Valcik and published by Routledge. This book was released on 2017-09-25 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: Employers face a myriad of issues when hiring: how to recruit, whom to select, how to interview, Equal Employment Opportunity policies, fair salary offerings, health issues, performance evaluations, behavior/disciplinary actions, turnover, and the list goes on and on. Practical Human Resources Management for Public Managers: A Case Study Approach provides insight into human resource trends and demonstrates how complex situations can be successfully managed by public sector practitioners. The authors take us step by step into the "real world" with examples of historical events that compare "What Happened" with "What Could Have Happened" as well as suggested readings for more in-depth analysis and important points to remember. Exploring the space between theory and what actually occurs in the world, this book supplies instructional case studies based upon actual events. The authors introduce key human resources issues with clear, concise language and provide techniques to address these issues in a real-world setting. The case studies cover legal and liability issues, recruiting and hiring, employee performance, reward and discipline issues, retention, termination, workplace violence, mentorship, motivation, and managing through transitions. The authors bring know-how from a wide array of working environments, including teaching and administrative experience in public universities and management in municipalities of various population sizes from a few thousand to more than a million. They have also worked in a variety of capacities within these organizations, which allow them to see different perspectives on how different departments handle similar situations. They use their from-the-trenches knowledge to explore pragmatic ways to deal with human resource issues in public sector workplaces.

Book Employment at Will Or Civil Service System

Download or read book Employment at Will Or Civil Service System written by Huzeyfe Citer and published by . This book was released on 2014 with total page 424 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study aims to investigate the similarities and differences between the local government employment systems, namely civil service and employment at-will (EAW) systems, used in the Dallas/Fort Worth (DFW) Metropolitan area. It tries to increase our understanding of employment practices in the public sector by examining the city cases in this metropolitan area. To that end, this study utilizes qualitative interviewing as the research tool. The data were collected through conducting in-person, semi-structured, open-ended interviews among HR directors or his/her designees and HR related personnel in police and fire departments of 6 cities. These interviews elicited that the EAW practices in these suburban cities look similar to the civil service practices in terms of utilization of processes and procedures. Although EAW gives more flexibility to the managers, it seems that there is no spoils use of EAW on a large scale and managers try to avoid improper employment decisions and actions due to the impact of strong media scrutiny, transparency, and citizens` involvement. According to the interviewees` complaints, it can be argued that the concept of one size for any type of cities does not meet the expectations and does not result in satisfactory outcomes. The respondents did not contend that the civil service system is totally bad. However, they demanded a more flexible system in which they can make necessary arrangements if needed. They stated that that kind of a system would be more suitable for fulfilling their needs. In this sense, city type civil service system gives a little more flexibility to the management comparing state civil service system. After recognizing the use of EAW system in DFW Area, it can be possible to name these practices as "flexible civil service systems". Although these cities are EAW, their personnel policies and procedures as well as their execution of the system are almost similar to the civil service systems. In the final analysis, their system is more flexible, indeed. Therefore, one may ask, why EAW would not be the system of rapidly developing and changing suburban cities, considering all its rule-boundedness, process-oriented characteristic, and checks and balances embedded within the system.

Book The Merit System and Municipal Civil Service

Download or read book The Merit System and Municipal Civil Service written by Francis Gottfried and published by Praeger. This book was released on 1988 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: Frances Gottfried offers a thorough-going critique of municipal civil service systems and the principles of meritocracy that underlie them, focusing especially on the social inequities and entrenchment of power that continue to bedevil the public sector. Beginning with an examination of the principles and history of the merit system, the author challenges the assumption that a real meritocracy does in fact exist. She looks at current practices and procedures in civil service, with particular attention to the decision-making process. She explores the role of the rigid credentialling system in maintaining a powerful elite within civil service and in creating barriers to career opportunities for minorities and women. In the next three chapters, Gottfried considers attempts that have been made to reform the merit system through affirmative action, litigation aimed at eliminating inequities, and public employment programs from the New Deal years through the early 1970s. Concluding that the rigidly structured municipal civil service system is neither efficient nor equitable, she contends that it effectively widens the gulf between municipal employees and the communities it is their responsibility to serve.
