Book excerpt: In the last decade, developed welfare states have witnessed a pendulum swing away from unconditional entitlement to social assistance, towards greater emphasis on obligations and conditions tied to the receipt of financial aid. Through administrative reforms, conditions of entitlement have been narrowed. With the introduction of compulsory work for recipients the contract between the state and uninsured unemployed people is changing. The product of research funded by the European Union, this book compares 'work-for-welfare' - or workfare - programmes objectively for the first time. It considers well publicised schemes from the United States alongside more overlooked examples of workfare programmes from six European countries: France, Germany, the Netherlands, Norway, Denmark and Britain. It is the first time that details of workfare programmes have been collated in such an easily accessible format. 'An offer you can't refuse' provides an analysis of the ideological debates that surround compulsory work programmes and gives a detailed overview of the programmes implemented in each country, including their political and policy contexts and the forces that have combined to facilitate their implementation. Similarities and differences between programmes are explored. Explanations for differences and lessons for policy makers are discussed.

On assiste depuis le début des années quatre-vingts à un retour à l'hétérogénéité de l'emploi, avec une place croissante des règles spécifiques au nom de discriminations positives, et à une multiplication des emplois définis par l'Etat puissance publique (les "emplois aidés") en même temps que s'accentuent les pressions à la baisse des cotisations. Le présent ouvrage analyse la construction et la mutation récente de cet emploi à la française, en particulier à travers les politiques d'emploi des jeunes et de lutte contre le chômage de longue durée. Book excerpt: In the two decades before the mid-1970s, macroeconomic policies in Western Europe were frequently accompanied by policies of direct wage restraint in the pursuit of acceptable levels of employment, inflation, and international competitiveness. The same period witnessed a proliferation of social welfare programs, elements of which were sometimes commingled with demand management and pay policies in trilateral bargaining processes involving gov ernments, unions, and employers. In the wake of such subsequent develop ments as the oil price shocks, sharply intensified international competition, and slowing of growth rates in productivity, however, governments resorted more frequently to deflationist macroeconomic policies and also to policies aimed directly at increasing IIflexibility" in wage determination and the de ployment of labor by the firm. It is a major theme of this very interesting book that these labor market policies have not been demonstrably (or at least sufficiently) effective in com bating the high rates of unemployment which have been prevalent in most of the countries of Western Europe since the late 1970s. This theme emerges from the chapters on labor market developments and policies in six countries of Western Europe, the United States, and Hungary (a welcome addition to this type of scholarship), as well as another set of chapters'devoted to specific policy areas. In effect, Samuel Rosenberg and his colleagues-an interna tional team of nineteen economists and sociologists-are repeating in con crete terms a sermon preached by Keynes over a half century ago.
