Book excerpt: The present thesis assesses the economic impact of the Ukraine-related sanctions imposed by the European Union and other Western countries as well as by the Russian Federation. Besides offering a thorough literature review and descriptive statistics, different specifications of the Gravity Model are estimated for trade and Foreign Direct Investment flows, using cross section and fixed effects panel regressions for the years 2009 to 2015. The findings indicate a strong negative effect of the Western economic sanctions on Russian exports and confirm that targeted sanctions have a substantially lower economic impact than economic ones. No conclusive evidence is found for an appreciable impact on Russian imports. The results also neither lend consistent support to any relevant effects of the Russian countersanctions nor to potential positive effects on trade with uninvolved countries. The evaluation of the impact on FDI is limited to descriptive statistics as no tested model specification fitted the highly volatile flow data.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

This book argues that both imposers and targets of economic coercion incorporate expectations of future conflict as well as the short-run opportunity costs of coercion into their behaviour. Drezner argues that conflict expectations have a paradoxical effect. Adversaries will impose sanctions frequently, but rarely secure concessions. Allies will be reluctant to use coercion, but once sanctions are used, they can result in significant concessions. Ironically, the most favourable distribution of payoffs is likely to result when the imposer cares the least about its reputation or the distribution of gains. The book's argument is pursued using game theory and statistical analysis, and detailed case studies of Russia's relations with newly-independent states, and US efforts to halt nuclear proliferation on the Korean peninsula.--Publisher description.

The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.
