The remarkable development of various Asian countries has drawn millions of people out of poverty and created some of the wealthiest and most competitive economies in the world. Much of this success has been attributed to a distinctly Asian development model that combines high work ethics with an exceptional emphasis on savings and high rates of investment in both infrastructure and human capital. Moreover, the Asian Miracle was also facilitated by the extraordinary complementarily of resources, stages of development and policies of Asian countries. This complementarily made possible a pattern of development known as the Flying Geese model, in which capital, technologies and know-how trickled down, first from Japan to the Tiger economies (Taiwan, Korea, Singapore and Hong Kong) and then to the Aspirant Tigers of Southeast Asia (Thailand, Malaysia, Indonesia and the Philippines), fostering economic development throughout the region. During the 1990s, however, this picture changed abruptly. First, a real estate and equity bubble developed in Japan, the bursting of which dragged Japan into a decade long economic crisis. Second, China emerged as a major player in the world economy as her strategy of opening up to FDI and redirecting economic activity towards exports began to pay off. Available in PDF, EPUB and Kindle. Book excerpt: In this paper, we adopt a cross-country perspective to examine the evolution of capital flows into China, both in terms of volumes and composition. China's inflows have generally been dominated by foreign direct investment (FDI), a pattern that appears to be favorable in light of the recent literature on the experiences of developing countries with financial globalization. We provide a detailed documentation of the evolution of China's capital controls, a proximate determinant of the pattern of capital inflows. We also discuss a number of other intriguing hypotheses that attempt to capture the "deeper" causes underlying China's approach to capital flows. In particular, we argue that some popular mercantilist-type arguments are inconsistent with the facts. We also analyze the recent rapid rise of China's international reserves and discuss its implications. Contrary to some popular perceptions, the dramatic surge in foreign exchange reserves since 2001 is mainly attributable to non-FDI capital inflows, rather than current account surpluses or FDI.

This book distinguishes between China's obviously growing economic, political and military resources, and how they are translated into actual influence over other states' choices and policies. It investigates China's influence on the small and weak developing countries in East and South Asia, where China ought to have the biggest influence. It shows that China tends to try togain the support of these countries without forcing them to change their preferences or to act against their own interests, but how much it succeeds is determined more by how these target countries' policy-makers reactand by their domestic political considerations, than by how skilful Chinese politicians or investors are. China's influence even over these weakest states is not easily achieved, suggesting that China has more difficulty exercising its newfound power in the world than we assume.
