Book excerpt: A college education offers people social and economic benefits, yet youth from foster care backgrounds are less likely than their peers to attain a college education, which places this already vulnerable population at higher risk for a lifetime of living on the margins of society. Foster alumni face multiple obstacles to accessing and persisting in higher education. To facilitate and support the success of this frequently overlooked population, professionals in higher education need to understand these obstacles. Little is known about the experiences of youth with foster care backgrounds as they transition into and through higher education. Although existing research has reported the academic, health, and social effects of having been in foster care, little is known about why foster alumni do not persist in higher education. This study used student-development theory, specifically Schlossberg's transition theory, Tinto's theory of student departure, and Bourdieu's work on social and cultural capital to provide a conceptual framework through which to view the lived experiences of youth with foster care backgrounds. Because, for many youths with foster care backgrounds, the pathway to the baccalaureate degree is through a community college, this study examined and explored the transition experiences of foster alumni about to begin or currently enrolled at an Oregon Community College. The study explored the factors that challenge and facilitate foster alumni persistence towards the attainment of a college degree.

Such an expectation may be due in part to what Loring Paul Jones has found in his research: that many of the studies conducted thus far have been fragmented and incomplete, often focusing on a particular state or agency that may follow policies not applicable nationwide. This book connects the dots between these disparate studies to provide child welfare practitioners, policy makers, and students with a broader picture of the state of American youth following discharge from foster care. It examines not only child welfare policies but also related policies in areas such as housing and education that may contribute to the success or failure of foster youth in society. It additionally draws lessons from successful programs to provide readers with the tools needed to develop foster and after-care systems that more closely mirror the support afforded to youth in the general population.

Book excerpt: Abstract: The purpose of this study was to explore the perceived challenges and successes that emancipated foster youth encounter after they age out of the child welfare system. A total of 12 emancipated foster youth participated in this qualitative study. The results showed that housing was the biggest challenge along with obtaining employment and meeting their basic needs. Some former foster youth identified their biggest success as obtaining housing after emancipating from foster care, while other former foster youth reported their successes as re-connecting with family, finishing high school or pursuing college, and/or getting off illegal drugs. In addition, half of respondents reported not having any services post emancipation while others reported receiving public assistance.

Book excerpt: Helping vulnerable children develop their full potential is an attractive idea with broad common-sense appeal. However, child well-being is a broad concept, and the legislative mandate for addressing well-being in the context of the current child welfare system is not particularly clear. This volume asserts that finding a place for well-being on the list of outcomes established to manage the child welfare system is not as easy as it first appears. The overall thrust of this argument is that policy should be evidence-based, and the available evidence is a primary focus of the book. Because policymakers have to make decisions that allocate resources, a basic understanding of incidence in the public health tradition is important, as is evidence that speaks to the question of what works clinically. The rest of the book addresses the evidence. Chapter 2 integrates bio-ecological and public health perspectives to give the evidence base coherence. Chapters 3 and 4 combine evidence from the National Child Abuse and Neglect Data System, the Multistate Foster Care Data Archive, and the National Survey of Child and Adolescent Well-Being to offer an unprecedented profile of children as they enter the child welfare system. Chapters 5 and 6 address the broad question of what works. A concluding chapter focuses on policy and future directions, suggesting that children starting out, children starting school, and children starting adolescence are high-risk populations for which explicit strategies have to be formed. Book excerpt: There is no single definition of the term "runaway youth" or "homeless youth". However, both groups of youth share the risk of not having adequate shelter and other provisions, and may engage in harmful behaviours while away from a permanent home. The precise number of homeless and runaway youth is unknown due to their residential mobility and overlap among the populations. Determining the number of these youth is further complicated by the lack of a standardised methodology for counting the population and inconsistent definitions of what it means to be homeless or a runaway. Estimates of the homeless youth exceed one million. Thus homelessness among adolescents and young adults is a major social concern in the United States. In this book, the authors cite research indicating that youth may be the single age group most at risk of becoming homeless, yet comparatively little research has been done in the past decade on this vulnerable population. After reviewing the characteristics of homeless youth, the authors review recent research findings on the homeless youth population and interventions developed to address their housing and service needs. These include interventions directed at youth themselves (education, employment, social skills training) as well as family-focused strategies. The authors conclude with future directions for both research and practice. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.
