A major policy problem in the region is the highly contentious winter feeding of elk (Cervus elaphus) on 23 government feed grounds in western Wyoming through cooperative management under several state and federal agencies. Numerous non-governmental groups and concerned citizens are also affected by elk management or seek to contribute to management policies. The long-term controversy shows that this issue centers on how management and policy should be made and who should be involved in decision-making?the constitutive policy process. This paper examines and appraises the constitutive process in this case, including how competency, authority, and control are allocated. It also looks at how institutions, analytic techniques, procedures, and people are structured, selected, and included or excluded in decision-making processes. Our data come from a multi-method approach over the past decade, including participant-observation, historical literature, interviews, media analysis, and technical reports. Our analysis shows that institutional dynamics severely constrain the scope of deliberations, the production of practical problem definitions, and the search for improvements in elk management. We recommend that participants focus on the constitutive level of policy making, i.e., the underlying structure and functioning of policy processes, learn how these elements function and affect processes and outcomes, and learn to configure them in ways that embody democratic principles, serve common interests, and resolve policy problems.

Book excerpt: Every winter, government agencies feed ~6000 metric tons (6 ? 10^6 kg) of hay to elk in the southern Greater Yellowstone Ecosystem (GYE) to limit transmission of Brucella abortus, the causative agent of brucellosis, from elk to cattle. Supplemental feeding, however, is likely to increase the transmission of brucellosis in elk, and may be affected by climatic factors, such as snowpack. We assessed these possibilities using snowpack and feeding data from 1952 to 2006 and disease testing data from 1993 to 2006. Brucellosis seroprevalence was strongly correlated with the timing of the feeding season. Longer feeding seasons were associated with higher seroprevalence, but elk population size and density had only minor effects. In other words, the duration of host aggregation and whether it coincided with peak transmission periods was more important than just the host population size. Accurate modeling of disease transmission depends upon incorporating information on how host contact rates fluctuate over time relative to peak transmission periods. We also found that supplemental feeding seasons lasted longer during years with deeper snowpack. Therefore, milder winters and/or management strategies that reduce the length of the feeding season may reduce the seroprevalence of brucellosis in the elk populations of the southern GYE.

Book excerpt: Population monitoring is a primary component of wildlife management and is essential for management of game species where populations are regulated through harvest. Typical demographic sampling of ungulate populations are performed using aerial surveys; however, there are concerns regarding underestimation of animal numbers, sex ratio bias, and personnel safety when performing aerial surveys. Improvement of habitat quality provides another tool that biologists can use to enhance wildlife population performance. Fire is often employed to improve habitat quality by increasing productivity of forage vegetation, however, it is not always clear how wildlife species respond to these habitat manipulations. We investigated a new method to collect demographic data and improve habitat quality after wildfire with the purpose to inform herd management of elk (Cervus canadensis) in northwestern Wyoming, USA. We deployed a network of trail cameras along migration routes of five migratory elk herds to determine the efficacy of remote photography for collecting herd composition data. We monitored herd migration timing and determined differences in herd ratios when compared to traditional survey methods. Migration timing differed between sexes, with male elk migrating sooner than females during spring, and later than females during fall migration. Parturient female elk were also observed migrating later than females without calves during spring migration. Additionally, remote photography methods observed more adult male elk than traditional aerial surveys in most herds, resulting in higher male:female sex ratios. We also evaluated the potential for elk habitat improvement following wildfire by determining the strength of habitat selection by elk and tracking forage quality metrics for five years following the Red Rock fire in the Bridger-Teton National Forest. Habitats within the burn perimeter were not selected for during the two years prior to the burn, but were subsequently selected for during the three years following the fire. Strength of habitat selection was correlated with burn severity, with elk spending the most time in the most severely burned habitats. Forage quality, as measured by crude protein content, was elevated in shrub and forb species for two years post-burn, but decreased over the following three years. Crude protein content within grass species was not influenced by burn severity during the five years measured post-burn. Together these studies advance our ability to monitor and manage elk populations and to better understand the extent to which fire can be used as a tool to enhance elk habitat.

Book excerpt: Which management strategy, intervention or nonintervention, is best for the northern elk herd of Yellowstone National Park? This question was first raised in the early part of the twentieth century and resurfaced in the 1960s, prompting controversy that continues today. In response, Congress in 1997 requested that the National Academy of Sciences study the issue. This paper examines relevant National Park Service history and policy regarding this debate. Some of the primary factors scientists think have influenced elk abundance and distribution are profiled, and inherent semantic problems are examined. The 1969 natural regulation hypothesis, which has governed Yellowstone park policy since 1967, and its associated assumptions are defined. The interrelated technical issues that are key to the natural regulation hypothesis include migration and outside land conversion, historical elk population size, range expansion, baseline conditions, population stability, Native Americans, predation and fire, and sport hunting. In his paper he also revisits an obscure 1917 scientific hypothesis-that landscape alteration outside Yellowstone influences elk abundance inside the park-and restates it in broader, more modern terms: national park size influences the need for management intervention because of alteration of natural processes outside park boundaries. Some scientists perceive that intervention in the management of national park natural resources has decreased since 1872. Thus, this paper also asks whether the need for intervention is increasing as large spatial scale natural processes are progressively impeded outside the parks. Looking at the range of park natural units as a whole, a mixture of intervention and nonintervention may be the best approach.
