Of chapter 9 of the Acts of 1890, I submit herewith my annual report for the year ended June 3oth, As required by said section, I have inspected each mine in my district, and have examined carefully into the condition of the same. I found nearly all the mines within the district in good condition, the operators manifestly doing all they could to comply with the requirements of our mining laws, and endeavoring to introduce modern improvements and the better methods of min mg. The various systems of haulage, such as tail rope, endless chain, etc., are rapidly coming into use, lessening the cost of the inside movement of coal and increasing the production of our collieries. During the year two furnaces and five fans were erected within the district, and a number of operators who were using the single changed to the double-entry system of mining. As to methods of mining in this district, the system known as the pillar-and-stall system is followed. There is no doubt in my mind that the long wall system could be worked to better advantage in the seams be longing to the middle coal measures, such as the Kittannings and the Freeports, which seams are worked extensively in some portions of the district. The report of their activities during the year ending December 31, 1913, is presented in this report, which was prepared by the Department of Mines. The statistical report of the Industrial Commission of Ohio, Division of Mines, was compiled by the Department of Statistics and Investiga tion, and will be published by that department. On September 1, 1913, the Industrial Commission assumed charge of seven state departments of which the Mining Department was one, and while the statistics for this department were collected and turned over to the statistical Department, April, 1914, as well as the remainder of the report, it was decided later by the Department of Investigation and Statistics to separate the re port into two different parts, and the part pertaining to the inspection of mines was returned to 113 November, 1914, for publication. Book excerpt: Excerpt from Thirtieth Annual Report of the Chief Inspector of Mines to the Governor of the State of Ohio: For the Year Ending December 31, 1904 We have reached a period in the history of Coal Mining in Ohio when the most competent mine managers and most successful mine operators are pleased to testify that the truest economy in the production of coal is found in the application of methods of mining which make the conditions in their mines in advance of the requirements of the Mining Laws, rather than to be delayed in their Operations and annoyed by an order of the Mine Inspector for the enforcement of the law. And in such cases it must be a pleasant. Rather than an unpleasant duty, for an Inspector to visit and record the conditions of such mines, and pleasing to all those connected with them to afterwards read the report of the Inspector, to say nothing whatever of the advertisement in favor of good management. It is well also to remember that we have reached a period when many of the coal seams in the state are being worked to a point of exhaustion, and in order to supply the demand for a commodity that contributes so much to the comfort and welfare of the people it is necessary to penetrate the earth to a much greater depth, at considerable more cost, greater danger, and possibly much more serious loss of life and property. Many deep shaft mines have recently been opened in various part of the state, and the pent-up gases liberated to a greater extent than ever before, and the many small explosions occurring should be looked upon as the sounding of a positive alarm of the presence of greater danger to life and property; and the necessity of the application of the best possible methods of reducing the danger to a minimum.
