His 1877 Elements of a Philosophy of Technology is a visionary study of the human body and its relationship with the world that surrounds it. At the book’s core is the concept of “organ projection”: the notion that humans use technology in an effort to project their organs to the outside, to be understood as “the soul apparently stepping out of the body in the form of a sending-out of mental qualities” into the world of artifacts. Kapp applies this theory of organ projection to various areas of the material world—the axe externalizes the arm, the lens the eye, the telegraphic system the neural network. From the first tools to acoustic instruments, from architecture to the steam engine and the mechanic routes of the railway, Kapp’s analysis shifts from “simple” tools to more complex network technologies to examine the projection of relations. What emerges from Kapp’s prophetic work is nothing less than the emergence of early elements of a cybernetic paradigm.

In either case, technology has not been taken into the bosom of the family, but has had to wait for attention, care and feeding, while the more unclear elements - science, art, politics, ethics - were being nurtured (or cleaned up). Don Ihde puts technology in the middle of things, and develops a philosophy of technology that is at once distinctive, revealing and thought provoking. Typically, philosophy of technology has existed at, or beyond, the margins of the philosophy of science, and therefore the question of technology has come to be posed (when it is) either by historians of technology or by social critics. The philosophy of technology, as analysis and critique of the concepts, methodologies, implicit epistemologies and ontologies of technological praxis and thought, has remained underdeveloped. When philosophy does turn its attention to the insistent presence of technology, it inevitably casts the question in one or another of the dominant modes of philosophical interpretation and reconstruction. Engaging with work by Wittgenstein, Heidegger, McLuhan, Searle, Ihde, Latour, Ricoeur, and many others, the author critically responds to, and constructs a synthesis of, three "extreme", idealtype, untenable positions: (1) only humans speak and neither language nor technologies speak, (2) only language speaks and neither humans nor technologies speak, and (3) only technology speaks and neither humans nor language speak. The construction of this synthesis goes hand in hand with a narrative about subjects and objects that become entangled and constitute one another. Why does it seemingly progress of its own accord, and without regard to social or environmental well-being? The quest for the essence of technology is an old one, with roots in the pre-Socratic philosophy of ancient Greece. It was then that certain thinkers first joined the ideas of technê and logos into a single worldview. The Greeks saw it as a kind of world-force, present in both the works of men and in nature itself. It was the very creative power of the cosmos. In the 20th century, German thinkers like Dessauer, Juenger, and Heidegger sought the metaphysical basis of technology, with varying success. French theologian Jacques Ellul argued persuasively that technology was an autonomous force of nature that determined all aspects of human existence, but he neglected the metaphysical underpinnings. Recent writers in the philosophy of technology have generally eschewed metaphysics altogether, preferring to concentrate on constructivist models or pragmatic analyses. In the present work, Skrbina returns to a classic metaphysical approach, seeking not so much an essence of technology but rather a deep and penetrating analysis of the entire technological phenomenon. Drawing on the Greeks, he argues for a teleological metaphysics in which increasing order in the universe is itself defined as a technological process. On this reading, all of reality constitutes a technical sphere, a "pantechnikon," of universal scope. This work — the first-ever book-length treatment of the topic — breaks new ground by providing an in-depth and critical study of the metaphysics of technology, as well as drawing out the practical consequences. Technology poses significant risks to humanity and the planet, risks that can be mitigated through a detailed philosophical analysis.
