Book excerpt: This book explains and illustrates how Indonesia as the largest and most populous country in Southeast Asia can become independent of fossil fuels by both reducing its energy needs and using renewable resources. A study presented in this work focuses on the Maluku Archipelago in eastern Indonesia with Ambon as its capital. Conventional energy is brought to the islands over long distances by partly simple means as boats, ships and aircrafts. This unsustainable situation calls for a decentralized renewable energy supply strategy. Based on the research presented in this book, it is clear that the archipelago has the potential to become a so-called plus-minus region. Plus-minus regions are regions that produce more renewable energy than they need and capture more CO2 than they emit. The authors are convinced that the presented strategy illustrated on the Maluku Archipelago can be transferred to other regions of the world and that only by developing plus-minus regions the international 2°C climate goal can be achieved. The model region thus serves as proof that the plus-minus target can also be achieved in emerging countries with limited financial resources.

Accordingly, we believe that their ‘voice’ is important to maintain democratic and participatory values in planning electricity services. However, what is actually the voice of electricity users in Indonesia? Also, what can we learn from it when looking at the fitness of the electricity supply in Indonesia in the context of costs, reliability, and environmental aspects? This book presents the real experience of households, some of the grid users in Indonesia. Through a series of surveys in 2017, households in three cities in Western, Central, and Eastern Indonesia shared their experiences and preferences regarding their electricity supply. They offered their opinions about the stability and reliability of electricity supply, how they coped with blackouts, and what impacts power interruptions had on their daily lives. Because of the frequent power outages, the users started to think about the importance of having a back-up power generator at home. Given that Indonesia has high solar irradiance the whole year through, we also observed the users’ attitudes toward solar photovoltaic (PV) systems. The book starts with a brief introduction about Indonesia followed by the status and challenges of power supply in the country. Then, in the middle section, the users’ voices are presented. Finally, the potential of PV systems, as a promising solution to increasing electricity access and improving the reliability of electricity supply in this tropical country, is presented. We believe that this book provides useful information for the transition to the use of solar energy in energy systems in Indonesia, which is meant for academia, electric utility companies, PV system actors, policymakers, and of course, households in Indonesia.

Book excerpt: To achieve the target of 23% renewable energy by 2020, Indonesia has been actively exploring options to loosen its dependence on fossil fuels. While biofuels have been developing fast and remain a priority for the government, wood-based energy also holds great potential. This report is a first attempt to assess its state of development and feasibility. Wood-based energy could be based on the high-profile large-scale industrial tree plantation program in Indonesia. This is one of the largest in the world with millions of hectares planted, but it has failed to achieve all of its public objectives. The government envisions its revival, with bioenergy as an alternative to the mature pulp and paper market. To do so, a flagship feed-in tariff policy has been put in place as an incentive for power plants to using biomass (or biogas material). Our research – based on intensive interactions with stakeholders at all levels, secondary data and three case studies – leads to one straightforward message that this source of energy is not going to represent a significant share of the energy mix for a long time. Major obstacles include the difficulty in establishing and managing large-scale tree plantations dedicated to energy production with recurrent claims and conflicts on the ground, the inability of the feed-in tariff policy to compensate investors for the risks of shifting to a new type of energy, the absence of subsidies provided to the state-owned electricity company that sees little interest in buying relatively expensive power, and the lack of proof of concept that lowers the probability of significant investments in this field.

Book excerpt: This case study investigates the partnership for sustainable development with the name 'Sumba Iconic Island'. It concerns a community-public-private partnership aimed at providing renewable energy to the people of Sumba, an Indonesian island in the Province East Nusa Tenggara. The study explores how the partnership has been set up and organised: who are the partners, what is the type of engagement of each partner, what type of preparatory work was undertaken, what are the partnership goals, how are they being implemented, and which challenges need to be addressed? This partnership was initiated in 2009 by the Dutch non-governmental organisation (NGO) Humanistisch Instituut voor Ontwikkelingssamenwerking (Humanist Institute for Co-operation with Developing Countries; 'HIVOS'). The partnership aims at reorganising the energy provision for Sumba's inhabitants and to transform this into a 100% renewable energy provision, all locally produced. The ambitions include realising an increase of the local accessibility to electricity and at the same time addressing climate change. The idea behind this initiative is that this island could serve as an 'Iconic Island', i.e. serving as a showcase for other Indonesian and Pacific islands as to how to generate low cost, clean and renewable energy in rural areas, thereby making the island inhabitants independent from traditional sources of energy such as diesel and firewood. Concrete partnership goals include stimulating the use of biogas, wind, solar and water energy, and also creating carbon emission credits. At the beginning of 2013, many of these goals were in the process of being implemented. For the realisation of this ambitious initiative, many preliminary scoping studies and in-depth feasibility studies were conducted, many stakeholders were aligned and many relationships were established. Local and national public authorities were contacted about the partnership idea as well as local civil society organisations. What is interesting from the perspective of Corporate Social Responsibility is the following. The 'Sumba Iconic Island' Initiative puts sustainable development into practice by uniting the strengths and capacities of public and private partners. From the outset, Hivos has joined together public authorities, local NGOs and various Indonesian and Dutch companies and consultants. The reasons for involving private sector players were threefold: to profit from their financial support (sometimes through their CSR programmes), to engage their professional resources in developing the ideas, and thirdly to involve them from the beginning as important players in the partnership in order to stimulate a long-term determination from their side. The final section of the case study describes new challenges that the 'Sumba Iconic Island' partnership faces in the context of striving for collaboration with the private sector. PT. Wilmar, a multinational company, publicly communicated its strategy to purchase large areas of farmland in West Sumba to start sugar cane plantations to produce biofuel. This company however, has received a lot of critique from various NGOs in the past. It has been suggested that if PT. Wilmar would effectuate its plans, issues with communities could arise concerning the food security, land ownership, corruption, the scarcity of water and cultural heritage.
