Book excerpt: Parliamentarism has been a presiding characteristic of the Turkish political tradition since the 1876 Ottoman constitution. In 1923, with the founding of the Turkish Republic, modern parliamentarism was implemented in Turkey. Since that time, Turkish politics has been turbulent, with four military coups, a number of short-lived multiparty coalitions, and several ineffective governments. Many scholars have argued that the main reason for this instability is the parliamentary system of government, so Turkey must therefore adopt a presidential system. Presidentialism in Turkey uses both quantitative analysis and country-based comparisons to explore whether such a change might solve Turkey’s main political problems or if it might in fact create more problems for the nation. The relationship between government systems and political, economic, and social development is explored in a time-series analysis covering the period 1975–2014 for Turkey. It is argued that during this time period, the parliamentary system was better than the presidential system at boosting economic and political development, whereas the presidential system provides better social development. Furthermore, a country-based analysis in which Turkey is compared with other states that have used a presidential system at some point since 1975 highlights that each country has its own specific characteristics that affect its economic and political success. Thus, a regime transformation to a presidential system will not necessarily improve Turkey’s economic, political, and social development. By including a comparison of all presidential, parliamentary, and semi-presidential systems, this book helps to shed new light on what is a very controversial topic in Turkey. It will therefore be a key resource for students and scholars of Turkish studies and comparative politics.

The authors trace the uneven course of democratization in Turkey, as revealed through elections, since the first competitive, multi-party elections in 1950. Since the market liberalization reforms of 1980, Turkey has been rapidly evolving from a closed, agricultural, comparatively underdeveloped polity into an open and industrial state primarily integrated with the global economy. Kalaycıoğlu and Çarkoğlu analyze different dimensions of five elections surveys in 2002-2015 period to show how the consequent socio-economic changes and traditional socio-cultural divisions have affected elections, political parties, and individual voters. The authors conclude that the historical-cultural divide between rural, peripheral, conservative groups and more urban, centrist, and modernized groups not only persists but shapes elections more than ever. This book not only provides an original comprehensive and critical evaluation of the Turkish electoral and party politics, it also offers a case study of voting behavior in a state undergoing both democratization and market liberalization in a rapidly changing and volatile international environment.

Book excerpt: A vast literature demonstrates that partisanship has a stabilizing impact on politics, as it limits electoral volatility. Recent studies have also shown that polarization increases partisanship; as parties differ more in their policy positions, they become more visible and citizens identify themselves more with a political party. Polarization thus leads to partisanship, and partisanship stabilizes the politics. While multiple studies have already tested the application of party identification outside the US, less is known about the implications of party identification in polarized non-consolidated democracies. Focusing on Turkey, this study investigates partisanship in a highly polarized context by means of data from the Comparative Study of Electoral Systems, modules 3 and 4. The results suggest that Turkey, after decades of electoral instability, has been stabilized with an increase in partisanship. However, this research also finds that high polarization in Turkey is associated with more biased perceptions of short-term factors. This study draws normative implications about partisanship in light of democratic theory.

Book excerpt: Turkey: A necessary ally in a troubled region With the new administration in office, it is not clear whether the U.S. will continue to lead and sustain a global liberal order that was already confronted by daunting challenges. These range from a fragile European Union rocked by the United Kingdom’s exit and rising populism to a cold war-like rivalry with Russia and instability in the Middle East. A long-standing member of NATO, Turkey stands as a front-line state in the midst of many of these challenges. Yet, Turkey is failing to play a more constructive role in supporting this order--beyond caring for nearly 3 million refugees, mostly coming from the fighting in Syria--and its current leadership is in frequent disagreement with its Western allies. This tension has been compounded by a failed Turkish foreign policy that aspired to establish its own alternative regional order in the Middle East. As a result, many in the West now question whether Turkey functions as a dependable ally for the United States and other NATO members. Kemal Kirisci’s new book argues that, despite these problems, the domestic and regional realities are now edging Turkey toward improving its relations with the West. A better understanding of these developments will be critical in devising a new and realistic U.S. strategy toward a transformed Turkey and its neighborhood. Western policymakers must keep in mind three on-the-ground realities that might help improve the relationship with Turkey. First, Turkey remains deeply integrated within the transatlantic community, a fact that once imbued it with prestige in its neighborhood. It is this prestige that the recent trajectory of Turkish domestic politics and foreign policy has squandered; for it to be regained, Turkey needs to rebuild cooperation with the West. The second reality is that chaos in the neighborhood has resulted in the loss of lucrative markets for Turkish exports—which, in return, increases the value to Turkey of Western markets. Third, Turkish national security is threatened by developments in Syria and an increasingly assertive Russia, enhancing the strategic value of Turkey’s “troubled alliance” with the West. The big question, however, is whether rising authoritarianism in Turkey and the government’s anti-Western rhetoric will cease and Turkey’s democracy restored before the current fault lines can be overcome and constructive re-engagement between the two sides can occur. In light of these realities, this book discusses the challenges and opportunities for the new U.S. administration as well as the EU of re-engaging with a sometimes-troublesome, yet long-time ally.
