It distinguishes among parties, factions, coalitions and delegations based on the extent to which they are unified in their voting and/or willing to form policy coalitions with other legislative 'agents'. It discusses the voting unity and ballot systems that allow voters to identify an agent, and describes the degree to which those agents have been flexible with regards to the formation of policy coalitions. It also shows that the US parties have exhibited higher levels of unity but less flexibility in recent years, and thus contrast the prevailing pattern in Latin America. The book focuses its explanation for the patterns on the role of candidate nominations, other aspects of the electoral system and the legislators' ideological alignments.

Book excerpt: All federal systems face an internal tension between divisive and integrative political forces, striking a balance between providing local autonomy and sub-national representation on one hand, and maintaining an integrated political community and sufficient integration to maintain stability on the other hand. This book argues that parties and voters strategically respond to the incentives of federal institutional design to shape the development of arenas of political competition that are either predominantly independent or integrated across levels of the federation. Drawing on a rich collection of original data, including a dataset of aggregate level electoral data from over 2200 federal and state-level elections in seven federations, as well as the author's original dataset on party organizational linkage from a survey of sub-national party elites, this book demonstrates how two aspects of institutional design — the degree of decentralization and the method of power allocation, affect the development of integrated or independent politics as observed through voter behaviour, party systems and party organization. Using a mixed method research design, it demonstrates how voters and parties react to federal institutional design. It also provides nuance in the causal processes at play, demonstrating how party organization, party system structure and voter behaviour interact, to produce a federalism that is predominantly integrating and stability-enhancing or one that is predominantly autonomy- and accountability-enhancing. Political parties play a key role within the political and institutional structures of electoral autocracies. Pro-regime parties provide the dictatorial executive with electoral and legislative tools of sustaining power. At the same time, permitted opposition parties, while normally incapable of challenging the regime, are important for regime sustainability because they perform such vital functions as co-opting actual or potential opposition groups, facilitating power-sharing, and mobilizing electoral participation. The interactions among the dominant parties and the permitted opposition parties, if displaying sustainable cross-temporal patterns, constitute authoritarian party systems.Authoritarian Party Systems provides a theoretical discussion of electoral authoritarianism with special reference to authoritarian party systems; a methodological overview of party system research with special reference to the problems caused by the authoritarian nature of the observed party systems; a comprehensive cross-regional and historical overview of authoritarian party systems; a quantitative analysis of their structural characteristics, including fragmentation, party system format, volatility, and nationalization; and in-depth discussions of the political regime determinants of authoritarian party systems and of the interplay between party systems and other components of the authoritarian institutional order. Drawing on insights from political science and sociology, this book argues that religious parties are typically formed for defensive reasons, reacting against state-builders’ attempts to secularize public services such as education, welfare, and healthcare. Building on these findings, the author argues that the strength of religious parties is determined by the infrastructural power of the state. Weak states that fail to provide adequate public services open up space for religious communities to build a dense network of private schools, hospitals, and charities, which translates into votes for religious political parties. By contrast, strong states that provide efficient public services squeeze out private welfare providers, undermining the electoral strength of religious political parties. The author tests this theory through statistical analysis, using a new dataset on all religious parties which have participated in national parliamentary elections between 1800 and 2015. He includes comparative historical analyses of Roman Catholic political parties in France and Italy and Sunni Islamic political parties in Egypt, Turkey, and Albania. This book will interest students and scholars of religion and politics, specifically those interested in party formation, voting, and political activism, as well as policymakers.
