Book excerpt: El objetivo del presente libro es ofrecer al lector una visión global del fenómeno financiero en su desarrollo histórico de los dos últimos siglos, poniendo a su disposición desde una perspectiva temporal del largo plazo claves explicativas del protagonismo que instituciones y mercados financieros han desempeñado en la crisis que todavía hoy atravesamos. La crisis presente es abordada en una comparativa con otros procesos similares, pero especialmente con la Gran Depresión de los años treinta, que viene siendo habitual referencia en ámbitos académicos, políticos y periodísticos. En el contexto internacional se analiza también el impacto de la crisis en las normas e instituciones creadas para el gobierno de la finanza, repasando su evolución desde las primeras formulaciones en el último tercio del siglo XIX. El planteamiento global de la obra permite al lector tener una visión detallada de las distintas partes que históricamente han compuesto el sistema financiero español, comenzando con las instituciones públicas: el Banco de España desde su constitución en 1782 como Banco Nacional de San Carlos hasta su papel en la crisis atravesada por la zona euro; pero también el nutrido sector de bancos públicos que experimentaron un amplio desarrollo durante gran parte del siglo XX. El papel de las instituciones de crédito –banca privada y cajas de ahorros– es analizado conforme a la importancia de su desempeño en el proceso histórico de industrialización española, por delante de otros elementos del sistema financiero, y hasta períodos recientes frecuentemente al margen de los mecanismos de mercado y en estrecha relación con las necesidades del Estado. Por último, se estudia la evolución del sector asegurador y de los mercados de valores españoles, aspectos del sistema financiero que han recibido tradicionalmente una menor atención por parte de los historiadores pero cuya importancia ha sido creciente y determinante en nuestra economía, sobre todo desde la segunda mitad del siglo XX. La Fundación de la Universidad de Cantabria para el Estudio y la Investigación del Sector Financiero (UCEIF), constituida bajo el patronazgo de la Universidad de Cantabria y el Santander, tiene como objetivo convertirse en referente nacional e internacional en el ámbito del conocimiento sobre el sector financiero, haciendo visible ante la sociedad la pionera y extensa colaboración entre ambas instituciones. Conforme a estos objetivos, y a cargo de autores y especialistas de reconocido prestigio, presentamos este volumen que pretende acercar al lector la dimensión histórica de unas finanzas que en el proceso de crisis actual ocupan el centro del debate intelectual.

This book contributes to that debate in its study of the impact of financial regulation on Spanish banking performance, especially profitability, from the end of the Spanish Civil War to the end of the Franco regime. Maria Pons discusses the Francoist authorities' policy of forced industrialization based on heavy industry, and the huge interventionist apparatus that it set up to involve banks in its industrialistic programme. This included several items of banking legislation related to the fixing of interest rates, the expansion of the sector, mergers and so forth. Pons explains the emergence of this regulatory framework and its development to the mid-1970s, as well as examining in detail the response of the Spanish banks to these regulations, and their attempts to take advantage of the opportunities they offered to reduce competition and uncertainty. The book also analyzes the 1962 reforms and subsequent legizlation and the lack of success they had in reducing public intervention in the banking sector.

During the house-price boom of the 2000s, Spain built homes on an unprecedented scale, with output levels that overshadowed those of every major European economy. Nevertheless, when the fortunes of real estate markets turned, a wave of repossessions ensued, and a massive number of households were thrown out into the street as a sizeable portion of the housing stock was lying vacant. In turn, the implosion of Spanish residential capitalism triggered an intense wave of unrest that has come to shape a decade of political turmoil. This book uses the Spanish case to bring to light, and theorise, the workings of residential capitalism. The author traces the evolution of residential provision from the nineteenth century to the present, situating the transformation of the housing market in a context of ongoing social change and conflict. The book shows how the present needs to be understood by looking at the historical process through which residential provision became subsumed under the logic of capitalist accumulation but also at a long genealogy of struggles around urbanisation and housing, the outcomes of which remain crystallised in Spain’s urban institutions. The author reveals how both residential capitalist development and urban social conflict have constituted each another, casting light on the historical relationship between housing crises, urban unrest, and the evolution of real estate markets. The book develops a historicist framework to understand residential capitalism, an important contribution for an age in which real estate markets have come to determine the rhythms of global capital. Addressing key issues and debates in the field, including the financialisation of housing, the politics of scale and urban entrepreneurialism, the political economy of the Eurozone, and the history of capitalist development, this book will be of great interest to students and scholars of political economy, as well as those engaged in crossover fields such as housing studies, urban geography, or financial geography.

Book excerpt: Recurrent crises in emerging markets and in advanced economies in the last decades cast doubt about the ability of financial liberalization to meet the aims of sustainable economic growth and development. The increasing importance of financial markets and financial efficiency criterion over economic decisions and policies since the 1980s laid down the conditions of the development process of emerging market economies. Numerous crises experienced thereafter gave rise to flourishing work on the links between financialization and economic development. Several decades of observations and lessons can now be integrated into economic and econometric models to give more sophisticated and multivariable approaches to financial development with respect to growth and development issues. In the markets-based and private-enterprise dominated world economy, two conditions for a successful growth-enhancing financial evolution can at least be brought fore: macroeconomic stability and consistent supervision. But even after the 2007-2008 global crisis, economists do not agree on the meaning of those conditions. For liberal and equilibrium-market economists, good finance and supervision mean market-friendly structures while for institutionalists, post-Keynesian and Marxist economists, good finance and supervision must lie in collectively designed and managed public structures. Drawing heavily on the tumultuous crises of the 1990s-2000s, this book argues that those experiences can shed light on such a crucial issue and lead economic theory and policy to go beyond the blindness of efficient free markets doctrine to economic catastrophes. It also points to new challenges to global stability in the wake of reconfiguration of international financial arena under the weight of major emerging market economies.
