Available in PDF, EPUB and Kindle. Book excerpt: "Nowhere did two understandings of U.S. identity—human rights and anticommunism—come more in conflict with each other than they did in Latin America. To refocus U.S. policy on human rights and democracy required a rethinking of U.S. policy as a whole. It required policy makers to choose between policies designed to defeat communism at any cost and those that remain within the bounds of the rule of law."—from the Introduction Kathryn Sikkink believes that the adoption of human rights policy represents a positive change in the relationship between the United States and Latin America. In Mixed Signals she traces a gradual but remarkable shift in U.S. foreign policy over the last generation. By the 1970s, an unthinking anticommunist stance had tarnished the reputation of the U.S. government throughout Latin America, associating Washington with tyrannical and often brutally murderous regimes. Sikkink recounts the reemergence of human rights as a substantive concern, showing how external pressures from activist groups and the institution of a human rights bureau inside the State Department have combined to remake Washington's agenda, and its image, in Latin America. The current war against terrorism, Sikkink warns, could repeat the mistakes of the past unless we insist that the struggle against terrorism be conducted with respect for human rights and the rule of law.

Available in PDF, EPUB and Kindle. Book excerpt: At the end of the first decade of the 21st century, the United States is involved in two ongoing wars, faces a significant international terrorist threat, and is witnessing an escalation of international resistance to its leadership of the global world order. Looking out to 2025, many see the potential for a prolonged period of instability as a result of competing economic models, demographics, the rise of new international actors and the resurgence old ones, climate change, and the scarcity of resources. The range of stability challenges will stretch the capabilities of any military force structure and require innovative thinking on the part of policymakers and military professionals alike on the appropriate development and use of the military element of power. In this anthology, 16 students of the U.S. Army War College Class of 2008 offer their perspectives on the use of military power across the spectrum of conflict in the 21st century, short of or following general war, and provide insights into the necessary force structure, policy, strategy, and doctrinal approaches for future success. Beyond a focus on operations short of general war, these writings share in common a worthwhile idea or set of ideas that can materially contribute to how the U.S. military can best conduct full spectrum operations. Collectively, these essays reveal the innovative thinking and diversity and depth of thought of the U.S. and foreign military and civilian agency personnel that comprise each student body at the U.S. Army War College as they prepare themselves to become senior leaders and fulfill their roles in their militaries or agencies. This resource offers 16 students of the U.S. Army War College Class of 2008 perspectives and forecasts for the use of military power through year 2025. Scholars and policymakers, alike, may find these essays beneficial for long-term strategy planning. Download or read book Harold Brown written by Edward Coltrin Keefer and published by . This book was released on 2017 with total page 848 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Secretary of Defense Harold Brown worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. The Soviet Union of the Carter years came closest to matching the United States in strategic power than at any other point in the Cold War. By most reckonings, the Kremlin surpassed the West in conventional arms and forces in Central Europe, posing a threat to NATO. In response, Brown--a nuclear physicist--advocated more technologically advanced weapon systems but faced Carter's efforts to reign in the defense budget. Backed by the JCS, the national security adviser, and key members of Congress, Brown persuaded Carter to increase the defense budget for the last two years of his term. The secretary championed the development and production of new weapons such as stealth aircraft, precision-guided bombs, and cruise missiles. These and other initiatives laid a solid foundation for the much-acclaimed Ronald Reagan defense revolution that actually began under Carter. The book also highlights Brown's policymaking efforts and his influence on President Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of militant Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a security framework for the Persian Gulf region. Other topics cover policy toward Latin America and Africa. The book is also a history of the Defense Department, including the continual development of the All-Volunteer Force and the organizational changes that saw improved policy formulation and acquisition decisions."--Provided by publisher.+
