And perhaps we think of the loveliness of the Bay of Naples in the neighborhood of Sorrento. So, too, El Salvador has its nat ural phenomena, its beauty spots for tourists (that should be double starred in travelers' guide books, its relics of ancient races, its quaint and busy cities with their artistic works of architecture. In the world there is not a more wonderful volcano than Izalco, which, more than four generations ago, ascended from the plains and has since remained active. There is not a more wonderful lake in the world than Ilopongo, distant about 10 miles from San Salvador, the capital, and connected with it by a splendid highway. A fine national road which, at one point, cuts the mountain side 800 feet above the surface of the lake also comes in from San Vicente. Ilo pongo is an alluring spot for bathers, for the people of the Republic thoroughly appreciate the charms and advantages of their own country. It is the watering place for San Salvador, with hotels, bath houses, and launches. The surrounding ridges and mountains are beautiful and colorful and dip into the lake steeply. Viewing this superb sheet of water, with the near-by eminences verdure clad or colored by past volcanic eruptions, with drifting clouds casting their eeting shadows upon its surface, one has a feeling that he is far from the haunts of man, until perchance his eye lights upon a launch far below, sending its ripples over the expanse of waters. There are in the world no finer mountain peaks than those of El Salvador. The volcanoes Santa Ana, San Miguel, San Vicente, Usulutan, Zatecoluca, and San Salvador, rising from Santa Teclas and half a hundred others have all the characteristic beauty of the symmetrical volcanic eminences elsewhere in Central America. In the healthful uplands or mountain basins, where a larger part of the population lives, feet or more above sea level, are to be found tree-shaded cities and rich country districts that in charm and interest will repay richly every moment the traveler will spare them. Book excerpt: Excerpt from El Salvador and the United States: The Government of El Salvador and the Treaty Between the United States and Nicaragua, Approved by the American Senate on 18th February, 1916 While taking due notice of your kind inform ation, my Government believe that any negligence in submitting to your judgment some relevant considerations upon such an important matter, Qshould imply the neglect of a momentous duty, not only to our Motherland, Whose rights would be much affected, but to your own country, because of the lack of the customary loyalty that has always presided over our diplomatic relations with the American Government. First of all, my Government, trusting the high spirit of justice of the American Government, never expected the Convention with Nicaragua to be carried to the last before the resolution of our protest, still pending in Washington. This hope was chie y based on the assurance that your Government should bestow full con sideration to the fact adduced in our last protest dealing with the circumstance that the Treaty in question violates the neutralization of Honduras, guaranteed by the central-american Convention signed in Washington on 20th December, 1907. My Government think, Hon. Sir, that the Treaty with Nicaragua lacks of a legal base to constitute lawful rights, on account of being manifestly contrary to the Treaties in force and to the principles of International Law, and, therefore, to the justice and consideration that bind nations in their friendly dealings. Book excerpt: Excerpt from The Republic of El Salvador Against the Republic of Nicaragua: Opinion and Decision of the Court It must be patent to every one that the establish ment, by a powerful State, of a naval base in the immediate vicinity of the Republic of El Salvador would constitute a serious menace - not merely imag inary, but real and apparent-to the freedomf of life and the autonomy of that republic. And that posi tive menace would exist, not solely by reason of the influence that the United States, as an essential to the adequate development of the ends determined upon for the efficiency and security of the proposed naval base, would naturally need to exercise and enjoy at all times in connection with incidents of the' high est importance in the national life of the small neigh boring States, but would be also, and especially, vital, because in the future, in any armed conflict that might arise between the United States and one or more mili tary powers, the territories bounded by the Gulf of Fonseca would be converted, to an extent incalculable in view of the offensive power and range of modern armaments, into belligerent camps wherein would be decided the fate of the proposed naval establishment - a decision that would inevitably involve the sacri fice of the independence and sovereignty of the weaker Central American States as has been the case with the smaller nations in the present European struggle under conditions more or less similar. At the outset, for the purpose of showing that, in negotiating that treaty, the Government of Nicaragua did not, as it has maintained, confine itself to its own exclusive territorial jurisdiction, but infringed thereby upon the rights of El Salvador, the Agadir case was invoked. That case involved an attempt by Germany, in foil, to seize the port of Agadir on the Moroccan coast for the estab lishment of a naval base, which attempt occasioned protests on the part of England and France, who claimed that the project constituted a menace to their national security with respect to their colonies in South Africa, and, because of the nearness of that port, a menace to the route followed by their vessels bound for East India through the Strait of Gibraltar.
