El mundo ha sufrido diversas convulsiones: conflictos étnicos, religiosos y nacionalistas que a su vez han coincidido con crisis de eficacia y legitimidad que han atravesando las democracias occidentales. En el presente libro, Chantal Mouffe arguye que la teoría de la democracia liberal es incapaz de comprender esos problemas, sobre todo dada su concepción inadecuada y esencialista de la política. El universalismo, el racionalismo y el individualismo de la teoría liberal acaban por provocarle un fuerte bloqueo ante la especificidad de lo político, principalmente frente al papel esencial que desempeñan los antagonismos y el poder en la vida social. Mouffe está convencida de que las revoluciones democráticas, que tanto esfuerzo costaron, podrían verse minadas por este tipo de comprensiones erróneas respecto a las fuentes de la identidad política. Concebida como un desarrollo del programa que la autora ya avanzó, con Ernesto Laclau, en Hegemony and Socialist Strategy, esta obra muestra que las categorías centrales de la teoría política —la ciudadanía, la comunidad y el pluralismo— necesitan ser reformuladas desde una perspectiva antiesencialista. De este modo, Mouffe confluye críticamente con la obra de Carl Schmitt y John Rawls, así como con el desafío planteado por la teoría feminista, y elabora un texto cuyo objetivo principal es situar el proyecto de una democracia plural y radical sobre bases más adecuadas que las que propone la teoría liberal. El retorno de lo político es una propuesta original y arriesgada que nos permitirá comprender cómo podría salvarse el abismo existente entre la teoría democrática y los turbulentos acontecimientos que tienen lugar en el este agitado mundo.

Son la elegíaca memoria como musa que deambula por los tiempos pero fuera de los tiempos (genealogía) o, en otros términos, las imágenes son Mnemosyne, es decir, la musa de todas las musas. Una arqueología de la imagen, implica considerar a la imagen desde la intermedialidad (entre-medios), los cuerpos y las miradas. Concebirla desde una crítica de la cultura en una contemporaneidad atravesada por la crisis. La pregunta ¿qué son las imágenes? que se formula desde la debilidad de cierta inocencia de la escritura, adquiere toda su dimensión desde el momento en que se confunde imagen con visualidad o imagen con medios audiovisuales, dejando por el camino todos los restos de imágenes que no son visuales. Aún más, ese debate se torna más complejo, cuando en su trasfondo está la «memoria» del holocausto (o de los holocaustos); las imágenes de la crisis política, económica y social o los miles de refugiados, en la paradigmática imagen de un niño muerto en la playa, deambulando por geografías europeas. La imagen es, en efecto, «nómada», viaja por territorios y culturas. Its function is to articulate the differentiated systems of our societies: it encourages their self-restraint, while at the same time restraining itself. Such a conception obviously threatens the primacy of the nation-state. While it is not necessarily disappearing, it must nevertheless cease to be thought of as a dominant principle of organization, and must assume its place in a system of regulation that proceeds on several levels. Distant from the anarchist or Marxist theories that herald the end of the state as it is from libertarian theories of the minimal state, the book illustrates that it is possible in the contemporary period to go beyond the alternatives of dirigisme and neoliberal spontaneity. However, such a transformation can only prove effective through two conditions: we must first reject the enduring opposition between Right and Left, and second, we must invent an anti-state social democracy that is able in its own right to glean the most it can out of the liberal legacy. This book combines philosophical technicality, clarity and elegance of writing in an attempt to provide politics with meaning again, particularly in an era where discourse about its powerlessness abounds.

Since 1994, PELA has conducted around 9,000 personal interviews with representative samples of the Legislative Powers of 18 Latin American countries, generating a unique resource for the study of political elites in a comparative perspective. Now, this contributed volume brings together studies that dig into the data gathered by PELA to discuss important topics related to the challenges faced by representative democracy in Latin America. After an introductory chapter that presents the potential of the PELA database, the book is structured in two parts. The first addresses in eight chapters important aspects of representative democracy such as political ambition, political trust, satisfaction with democracy, clientelism and the quality of democracy. It then discusses three relevant issues in Latin American political dynamics such as executive-legislative relations, women's participation as representatives, and the meaning of China and the United States in national politics. The second part addresses in five chapters studies of seven national cases that are representative of regional heterogeneity. These chapters aim to examine parliamentarian elites’ attitudes in different political systems with regard to a variety of relevant issues such as institutional trust, satisfaction with democracy, Executive-Legislative relations, clientelism, and gender questions.
