As the world looks for an exit from this economic crisis – the worst in eight decades – the focus of attention is naturally on the causes, the factors that account for its wide reach and severity, as well as on strategies that might bring it to a closure. The quest for exit strategies is at the very centre of the issues and concerns explored in the present volume, produced by the IIAS. Like the preceding volumes, but even more emphatically, this volume, representing a collective endeavour of scholars and practitioners from many parts of the globe, finds cause to lay the blame, for our difficult predicament, on the institutional deficit, the policies, the practices and values that have followed in the trail of a highly misleading and erroneous model of governance. The «Market Model of Governance» as it is known, sought to reform, the structures and culture of administration and government in private sector ways. While instrumental values like efficiency and effectiveness were raised and praised profusely, those of democratic governance were discounted by comparison. In particular, integrity, the rule of law and due process, equity, legality and public service professionalism suffered a steep decline, in several parts of the world. Likewise, the invasion and the capture of public space, inevitably led to an unprecedented surge of greed, abuse and corruption that contributed directly to the crisis which is upon us. Looking for exit strategies, as its title aptly suggests, the present volume offers a rich menu of ideas drawn from the current experience of all the world ́s main regions. Not surprisingly, two concepts stand out throughout the book as necessary correctives, as well as pressing remedies to the world ́s ongoing malaise. They call for the recapture of our common administrative space and the reaffirmation of the values and virtues appropriate for democratic governance. To the IIAS, none perhaps are more important than public service professionalism and none other can contribute more effectively to the reform and consolidation of sound institutions for national, sub national, global and regional governance. For these reasons, at this juncture, the new volume like the others should be featured in every public library and become a vademecum of all scholars and practitioners of public administration and politics around the world.

The first UN Conference on the Human Environment, also held in Stockholm, from 5-16 June 1972, proved to be the watershed in addressing this problem, and as the world assembles once more in the Swedish capital it is time to think aloud and look ahead. In his address in 1972, the then Swedish Prime Minister Olof Palme said: “The decisive question is in which direction we will develop ... there is no individual future, neither for people nor for nations.” The only other head of government to attend in 1972, Indian Prime Minister Indira Gandhi, highlighted the development as “one of the primary means of improving the environment of living, of providing food, water, sanitation and shelter, of making the deserts green and mountains habitable” and drew attention to the wisdom of the Atharva Veda: “What of thee I dig out; Let that quickly grow over; Let me not hit thy vitals or thy heart." As we look back over 50 years, we need to assess what has gone wrong in the trajectory travelled so far and look ahead to the future of our environment at this juncture and beyond. As a scholarly journal for global decision-makers, Environmental Policy and Law has sought to envision what lies ahead in the 21st century by inviting outstanding scholarly works from around the world. The 22 articles which resulted from this invitation are presented in this book, Envisioning Our Environmental Future, which is organised in three parts: Testing Times; Global Ideas; and Sectoral Ideas. El libro intenta corregir vacíos y deficiencias de información en relación al situación objetiva de Puerto Rico y los puertorriqueños. En relación a Puerto Rico, en 1952 la ONU sacó incorrectamente a Puerto Rico de su listado de colonias. Esta decisión fue incorrecta, pues con la creación del Estado Libre Asociado, conocido en los EEUU como "Commonwealth of Puerto Rico", el título de propiedad de Puerto Rico todavía reside en los EEUU, según el Tratado de París de 1898. Desde entonces y hasta el presente, Puerto Rico es gobernado mediante decretos de los presidentes y leyes elaboradas en el Congreso de los EEUU. Esta admisión de hechos está oficialmente descrita en el informe del presidente Obama de 2011. En Noviembre 6 del 2012 se celebrará un plebiscito sobre el "status" de las relaciones con los EEUU. El autor describe en su libro cómo la personalidad colonizada en los puertorriqueños influenciará y decidirá la elección plebiscitaria en Puerto Rico.

La crisis del periodismo es un reflejo fiel de la crisis del sistema de mercado, cau-sante de una sociedad angustiada e insolidaria. Si el sistema de mercado se siente inseguro en el laberinto que él mismo ha creado, pero a la vez es dueño del periodismo “de masas”, lo más habitual es que al receptor le llegue un periodismo “light” dominado por las pugnas políticas, el acoso y derribo al disidente, las catástrofes y sucesos, el entretenimiento (no inocente), el sensacionalismo, amarillismo el periodismo “rosa”, el deporte y la información meteorológica. El poder público sirve para centrar en él casi todas las “bofe-tadas” porque, ¿cómo morder la mano de tu señor? Sin embargo, el poder del mundo no es exactamente público sino privado. Como el periodismo se ha alejado de los ciudadanos, los ciudadanos bus-can su información en otros lugares alternativos, así ha ido creciendo la crisis del periodismo que se ha agravado con la crisis de un sistema que busca nuevos modelos de negocio en muchas ocasiones a costa del periodismo. Menos mal que, al mismo tiempo, aparecen iniciativas, aún por consolidarse, que aportan una esperanza para el desarrollo del conocimiento.
