It begins with the composition of the Commission & Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions & reports by the Commission & historic correspondences & decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the Velásquez Rodríguez case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social & Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. The Inter-American Yearbook on Human Rights is completely bilingual (English & Spanish).

Estas páginas suponen la resistencia intelectual del gran escritor inglés a la ideología eugenésica que se extendió por el mundo como un tsunami en la primera mitad del siglo XX. Con su sentido común característico, su alegre ironía y su profundo convencimiento de la dignidad humana, Chesterton desenmascara los sofismas utópicos de los eugenistas, deja al descubierto sus tretas de manipulación e ingeniería social y defiende al hombre real frente a quienes, invocando una supuesta ciencia y la mejora de la raza, querían -y quieren todavía- imponer la ley del más fuerte. A cien años de distancia, sus argumentos y razones no son sólo reflejo de su época, sino que, lejos de perder actualidad, parecen también casi proféticos de las oportunidades y los riesgos de nuestro tiempo. De La eugenesia y otras desgracias (1922) (Eugenics and Other Evils) los lectores de Chesterton en lengua española tenían poca o casi ninguna noticia, pues hasta la fecha solo se había publicado una traducción en Argentina en la década de los 60. De ahí el interés de esta nueva edición española ahora traducida por Aurora Rice y presentada con una extensa y documentada introducción de Salvador Antuñano. Se añade también un ensayo sobre la reforma social y la problemática del control de la natalidad que permanecía inédito en español y que Chesterton publicó separadamente en 1927. Gilbert Keith Chesterton (Londres, 1874-Beaconsfield, 1936). Una amplia parte de su tiempo y de su esfuerzo la dedicó a lo que para él era de suma importancia: la justicia social. Obras como Lo que está mal en el mundo o El perfil de la cordura recogen algunas de sus ideas políticas, económicas, culturales. En ellas aparecen también los principios de su filosofía aplicados a las situaciones concretas de la vida social. Y aunque no todos compartan la imagen de la realidad que allí expone, la mayoría suele apreciar su calidad como escritor, el esplendor de su ingenio, la hondura de sus ideas y su contundente sentido común. Y, por supuesto, todos encuentran en sus obras materia de reflexión, discusión y, como testimonia Borges, felicidad. La eugenesia y otras desgracias es una de estas obras. En el catálogo de Ediciones Espuela de Plata y Renacimiento pueden encontrarse una buena parte, además de una muy buena representación, de la obra de Chesterton. Aware that the urban surge of the working-class masses in Spain would create a state of emergency, he or she devises a means to seduce the masses away from rebellion by taking on himself or herself the role of the seducer: the capitalist intellectual hero invested in the caretaking of the unpredictable working class. Intellectual Philanthropy examines cultural practices used by philanthropists in modern Iberia. It explains the meaning and role of intellectual philanthropy by focusing on the devices and apparatuses philanthropists devised to realize their projects. Intellectual philanthropists considered themselves activists in that they aimed to impact social structures and deployed a rhetoric of the affect to convince the workers to join their philanthropic enterprise. Philanthropy, in the nineteenth century, was not necessarily linked to money. Motivations could be moral or political; they could arise from a desire to enhance social status or to acquire influence. To explicitly designate this conceptualization of the philanthropic act, the author proposes its own name: intellectual philanthropy. Intellectual philanthropy is the use of philanthropic platforms by intellectuals to deploy cultural and educational structures in which workers could acquire a cultural capital constructed and organized by the philanthropists. Vialette argues that intellectual philanthropy appeared as a reaction to the feared political and cultural organization of the working class, rather than as a process of worker emancipation. These philanthropic processes aimed at organizing the workers emotionally and rationally into what she calls micro-societies. Philanthropists used the technique of seduction and expressed love to and for a targeted class. However, this seduction prevented real communication, and created a moral and symbolic indebtedness. This process was perverse in that, through its cultural and educational structures, philanthropy would give workers cultural capital that was not just emancipatory, but also a way to restrict their agency.
