Environmentalism was a strong force behind the nationalist movements preceding the independence of the Baltic States and the subsequent collapse of the Soviet Union. The contributors illustrate how the Baltic States face contemporary environmental challenges through transition, enlargement and integration into the European Union. Book excerpt: The countries of central and eastern Europe face considerable challenges in their quest to protect both the health and amenity of their populations and their natural resource base; they are facing the need to clean up the legacy of pollution which they have inherited from former regimes, and ensure that the environmental consequences of present day decisions are well understood. Environmental impact assessment is a process which provides decision makers with an indication of the likely environmental consequences of their actions and can play a more proactive role in encouraging the consideration of less damaging alternatives or modifications. With legislation on EIA recently enacted or planned in all the countries addressed here, this book presents work commissioned by the European Bank for Reconstruction and Development to assist investors and regulators in the countries of central and eastern Europe and has been fully updated and reviewed for publication. Each chapter describes the EIA process in one country, and includes translations of the relevant legislation. Although the process varies from country to country, the basic structure is the same, and follows that previously developed in western countries, particularly in western Europe. Each of the eight countries is treated in the same fashion. This important new work constitutes the second volume in the European Bank for Reconstruction and Development's own Environmental Library .

Book excerpt: The article examines the transboundary environmental impact assessment (EIA) procedure that was applied to the Baltic Sea Gas Pipeline (BSGP). The BSGP is not only the longest offshore pipeline ever planned, but also the transboundary EIA procedure that was applied to it was the most challenging transboundary EIA procedure ever conducted. The procedure involved five origin and nine affected states, that is, all the coastal states of the Baltic Sea. The article examines how the transboundary EIA was organized in this challenging case. It is useful to show how the national EIA system of Finland was integrated into the functioning of the overall transboundary EIA procedure in order to show the complexity involved in organising such large-scale transboundary EIAs. The article ends with an evaluation of whether the responsible officials were able to organise the transboundary EIA in this case in a quality manner and with conclusions as to what can be learned of this procedure for future largescale transboundary EIAs.

Book excerpt: The Joint Research Centre of the European Communities, and in particular the Institute for Systems Engineering and Informatics (ISEI) at Ispra, have weil established competences in risk analysis, uncertainty analysis and statistical data treatment. More recently, work on Environmental Impact Assessment (EIA), particularly on environmental indicators and indices and on a "system engineering approach" to EIA, has started. This approach attempts to move towards "unified" procedures to investigate normal operation and acciclental risks; these are problems concerned within both the EIA Directive 85/337/EEC and the "Seveso" Directive 821501/EEC. In May 1990, a Workshop on "Indicators and Indices for Environmentallmpact Assessment and Risk Analysis" was organized at the JRC, Ispra. The Proceedings of this Workshop (Report EUR 13060 EN, 1990) are a reference document in the fielet This book is based on the papers presented at the Eurocourse EIAl91 held at the JRC, Ispra in the Autumn of 1991. This was the first course on Environmentaiimpact Assessment given in the JRC's Eurocourse series at Ispra. It was a success because of both the high calibre of the lecturers and the weil informed and numerous participants. The work focuses on the broader aspects of EIA, namely: legislation, indicators and indices, approaches and techniques, economic and sociological implications.

Currently, two projects are underway that have placed the level of cooperation within the region under the microscope: the environmental management work undertaken by the Helsinki Commission for the Convention on the Protection of the Marine Environment of the Baltic Sea Area (HELCOM) and the Nord Stream pipeline project, which, when completed, will provide the direct transportation of natural gas from Russia to Germany via the Baltic seafloor. Although both have been declared inclusive and decidedly Baltic ventures by some regional actors, reception of the cooperative efforts amongst the littoral Baltic countries has been markedly different. This study addresses these varying reactions by examining Estonia's participation in and subsequent perspectives on the HELCOM and Nord Stream projects. A theoretical framework grounded in the discipline of international relations is utilized to analyze Estonia's role in the projects and its position as a small state in a regional context. The primary areas of focus are how historical experiences and current levels of cooperation in the two endeavors have shaped Estonia's responses and, ultimately, its 'realist' perception of global politics. The study concludes that Estonia appears to have more substantive participation in HELCOM than in the Nord Stream project because of the tendency of states to securitize and, thus, prioritize the energy policy area over the environmental. Estonian foreign policy behavior, however, perpetuates the state-centric and power-centered policy processes that dominate the international political system.
