It suggests that there may be a tradeoff between static (X-efficiency, allocative efficiency) and dynamic efficiency effects, in particular, for countries that do not have a developed industrial base. A review of empirical evidence on several indicators of efficiency shows that X-efficiency and allocative efficiency effects occur but are not very strong. Other factors may be more important for bringing about productivity growth and structural change. Even for Latin American countries with a more developed industrial base (Argentina, Brazil, Mexico), dynamic efficiency effects from trade liberalization do not come about automatically.

Book excerpt: "The substantial literature investigating the links between trade, trade policy, and labor market outcomes-both returns to labor and employment-has generated a number of stylized facts, but many open questions remain. This paper surveys the subset of the literature focusing on trade policy and integration into the world economy. Although in the longer run trade opportunities can have a major impact in creating more productive and higher paying jobs, this literature tends to take employment as given. A common finding is that much of the shorter run impacts of trade and reforms involve reallocation of labor or wage impacts within sectors. This reflects a pattern of expansion of more productive firms-especially export-oriented or suppliers to exporters-and contraction and adjustment of less productive enterprises in sectors that become subject to greater import competition. Wage responses to trade and trade reforms are generally greater than employment impacts, but trade can only explain a small fraction of the general increase in wage inequality observed in both industrial and developing countries in recent decades. A feature of the literature survey is that the focus is almost exclusively on industries producing goods. Given the importance of service industries as a source of employment and determinants of competitiveness, the paper argues that one priority area for future research is to study the employment effects of services trade and investment reforms. Looking at different trade theories this recommendation is reasonable. However some economists argue that trade liberalization is not necessarily good for growth. They point to shortcomings of the underlying theories or to empirical studies that could not find these beneficial effects. Therefore this paper will try to answer the question “Is trade liberalization good for economic performance?”. Mostly, economic performance is equalized with economic growth or output. The author is aware of the fact that an increase in GDP is not the only way economic performance could be measured, but due to the limited space the paper will solely focus on this measure, while other things such as sustainability or equality will be neglected. To answer the question the paper will first outline some of the well-known trade theories to give the reader an impression of how free trade could benefit economic performance. Thereafter, exemplarily it will be shown that dropping some of the underlying assumptions can change the predictions entirely. Also with some showcase examples it will be illustrated what happens if one looks at the long term development. Lastly, the paper will look at available empirical research, summarize the results and draw a short conclusion.
