Many of these students complete graduation requirements later giving the United States a 93% high school completion rate (U.S. Department of Education, National Center for Education Statistics, 2014). While there are many factors that may cause a student to not complete high school, retention can play a significant role. While there are positive effects to retaining a student, grade retention increases the risk of dropping out by 30 - 50 percent (Shane R. Jimerson, Anderson, & Whipple, 2002). Students that are retained in two grades are 90 percent more likely to drop out (Mann, 1987). Across the United States, there are interventions and programs designed to reduce the dropout rate by providing previously retained students the opportunity to complete two years of course material in one year in an effort to catch students up to their original graduating class. The purpose of this study was to examine the academic success of one of these grade recovery programs over time. Archival data on students who participated in Course Acceleration Remediation and Enrichment (C.A.R.E.) Academy were collected from Gizmo Independent School District (GISD) (pseudonym). Math and reading state assessment scores and end of the year math and language arts course grades for seventh and ninth grade were examined along with graduation completion rates of students who were successful in the program (n = 579). High school completion data were analyzed for the two cohorts who have matriculated past grade twelve. The study revealed C.A.R.E. Academy students had a lower passing percentage on seventh and ninth grade math state assessment exams and the ninth grade reading state assessment exam; however, had a higher passing percentage on the seventh grade reading state assessment exam and all examined courses (seventh grade math and language arts and ninth grade Algebra I and English I) when compared to the district at-risk population. Overall, C.A.R.E. Academy students that continued their education in GISD completed high school with a 97% graduation rate. The results of this study should encourage school leaders to not only understand the impact retention can have on the dropout rate and student progress but also what interventions are successful in supporting retained students.

Book excerpt: NCLB and now the more recent ESSA law hold school districts responsible for graduation rates, passing state mandated assessments and dropout prevention. The purpose of this mixed methods case study was to examine the effectiveness of a system wide middle school intervention program that addressed the educational needs of struggling students. It was also conducted to identify school instructional policies and procedures, curriculum frameworks, ongoing assessments, and planning and decision making structures aimed to accelerate the academic performance of overage students. Data from the school district’s student management system was collected to analyze Research Question 1: What impact on student attendance and academic performance will the intervention have on participating overage middle school students compared to overage middle school students not receiving the interventions? Thirteen school district employees were interviewed and responded to Research Question 2: What are the central office and school based stakeholder’s perceptions of the overall effectiveness of the system-wide intervention program? The study found that students in the overage pilot had better attendance, higher grades in Math and ELA and performed better on the STARR, the Texas state mandated assessment, then overage students who were not in the pilot. The four themes that emerged from the stakeholders’ perceptions of the overall all effectiveness of the system wide intervention program were the Need for a Differentiated Program Model, a Need for Early Intervention, Perception of the Web-based Curriculum as Effective, and a Need for A Systemic Process to Identify and Track Overage Students. Contributions to the success of students in the intervention were also impacted by principal leadership and focus, program expectations for student work, scheduling and implementation of the programs, teacher certification and training and mentor incentives and motivation.

Students may be considered to be at-risk because they fail to meet educational milestones, may have learning disabilities, exhibit behavior which results in chronic disciplinary issues and/or have high rates of absenteeism. Eventually, some of these students are referred to alternative education programs (AEPs). While a variety of alternative education models have been developed out of the necessity to serve the local needs of school districts, the most common form of alternative education program currently operating is one designed to serve at-risk students and operates as part of a school district's comprehensive dropout prevention program. Therefore, this research study sought to address this problem by evaluating an existing alternative educational program located in a rural Southeast Missouri school district, designed to assist high-risk students. The outcome objectives of the program were to ensure students persist to graduation, increase opportunities for students to earn credits, return students to the regular education program, and increase attendance in school, increase grades, and decrease poor behavior. A purposive sample population of 76 students, 49 males and 27 females, from 9th through 12th grades, who were enrolled in the alternative school during the 2005-2006 through 2010-2011 school years, was used as the study sample population. Outcome data collected from the study sample of students who attended the alternative education program were compared to outcome data collected from a comparison sample of students with matching descriptive and demographic characteristics who did not participate in the program. Purposive sampling was used to select the study sample (AEP Sample) and stratified random sampling was used to select the comparison sample (Matched Sample). A quantitative non-experimental research design used to collect data. When the descriptive and demographic characteristic variables of the study sample and the comparison sample were statistically compared, there were no significant Student Academic Success differences on the descriptive characteristic variables of cumulative GPA, attendance rate, and OSS rate. When demographic characteristic variables of the study group and comparison group were statistically compared, there were no significant differences in grade level, ethnicity, gender, Individualized Education Plan (IEP) status, and Free and Reduced Lunch FRL) status. Results showed differences in the total number of disciplinary referrals and attendance rates between the AEP Sample population and the Matched Sample. Additionally, students in the Matched Sample exhibited better behavior at the posttest phase compared to their peers who were placed in the AEP. Data from this study supports research that administrators and key personnel need to do a more comprehensive job in communicating the goals of the program to regular school day and AEP staff to ensure additional measures of support are available to students. Additionally, a formative evaluation of the program every three to five years should be developed to assure objectives for success are carried out in the program.
