Book excerpt: In this paper, we analyse the effects of teaching reforms in Italy. These were introduced in 1999, and changed the entire organization of university courses, where the Bachelor-Master (BA-MA) structure was adopted. The first step is to define the production process of higher education (HE). This process consists of several inputs (professors, facilities and students) which combine to produce outputs (graduates). We define efficiency in this context. Data Envelopment Analysis (DEA) is used for the empirical analysis. This method allows us to build a frontier of efficient units, comparing universities with each other. The changes introduced by the reforms are modelled within this framework: the effects of teaching reforms are investigated as determinants of efficiency improvements. Our results, also supported by a Malmquist Index analysis, suggest that efficiency of the HE sector as a whole improved in the period 1998/99 to 2003/04. Despite the fact that teaching reforms led to worse performance in the first year, in the following years productivity improved more rapidly than before. Our analyses will require further advancements, both for (1) analysing quality issues (improving the production process modelling) and for (2) testing our findings on longer periods.

Using rigorous quantitative methods and sophisticated experimental protocols, we provide policymakers with scientific and pragmatic insights into what works and what doesn’t, helping them design efficient and effective solutions. By sharing results and interventions, we encourage dialogue, debate, and the development of policies to ensure that the potential of all children, regardless of background or social position, is realized.

Drawing on historical and empirical research methods the book arises out of an ethnographic study, which investigates the extent to which the policy of integrazione scolastica can be considered an inclusive policy. The author poses two fundamental questions: why are there episodes of micro-exclusion and discrimination against disabled pupils still taking place in regular schools after more than 30 years have passed since the enactment of such a progressive policy? Can the policy of integration lead to the development of inclusion in Italy? The research findings presented in the book indicate that exclusion and discrimination towards disabled pupils in education do not result from a lack of implementation of the policy at a school level, rather from the perpetuation of dominant discourses, which construct disability as an individual deficit. The book does not deny the progress made in the country following the application of this anti-discriminatory policy; rather it challenges the hegemonic abilist culture and the traditional perspectives of disability and schooling that undermine the development of inclusive education. After having investigated the theoretical premises of the policy of integration, the author argues that this progressive policy is still rooted in a special needs education paradigm and that what was once a liberating policy has been transformed into a hegemonic tool which still manages, controls and normalizes disability leaving school settings and teaching and learning routines unchanged. She finally argues for a human rights approach for the development of an inclusive school for the 21st century. The book is an essential reading for academics, policy makers, researchers and students involved in education as it links ideological pressures to practical analyses.

Book excerpt: It is an intellectual necessity for universities to be open to participation by scholars and students all over the world; despite this, their sources of funding are almost entirely domestic and primarily governmental. The downloading of universities from national to regional government means that funding is increasingly even regional or local. Policy makers, firms and students, who are increasingly funding universities, are not interested in the development of academic knowledge: they demand teaching, research and services that are useful for local economic development and employability. As a consequence there is a divergence between the aspirations of universities and their stakeholders' needs. Establishing beneficial relations between universities and their stakeholders is vital for the survival of European districts and clusters of SMEs. The research highlights how critical the dilemma is and suggests a theoretical framework for resolving it, through the introduction of a new model of governance for universities and a new concept of knowledge.

In this paper, an efficiency analysis of Italian and Spanish universities is conducted; as well as from a comparative perspective. The efficiency scores are obtained using Data Envelopment Analysis. The results demonstrate a good average efficiency in both countries relative to each "country-specific" frontier; but when compared together, Italian universities seem relatively more efficient. Malmquist indexes show, in both cases, efficiency improvements in the period considered. In the Italian case, this improvement is due to major "technological changes"; that is, the introduction of some structural reforms in the sector (e.g. Bachelor/Master curricula). In the Spanish case, there is an improvement in "pure" efficiency, which is due to new funding models. Further stages of the study underline the role of "regional effects", probably due to different socio-economic conditions in Italy, and to the decentralization process in Spain.
