Almost a century later, the debate about the effectiveness of sanctions still lives on. While the US has been a frequent sender of sanctions since WWI, the European Union (EU) has emerged as a new sender of sanctions on the international stage since the 1990s. For this paper, the sanctions imposed by the EU on the Russian Federation (Russia) starting in March 2014 were selected as a case study to investigate the effectiveness of sanctions. This paper applies the framework developed by Hufbauer to analyse the effectiveness of sanctions, which points out that their effectiveness depends on the extent to which the policy objectives by the sender were achieved and the contribution to success that was made by the sanctions. To explain the influence of sanctions on Russia, special emphasis is laid on the political character of the target’s country’s government, which is one of the political variables outlined by Hufbauer.

Book excerpt: This report summarises empirical facts about the economic impact of the EU sanctions against Russia and the Russian countersanctions, both implemented in the summer of 2014. The observed decline in trade volumes between the EU and Russia is not only due to the sanctions, but also other economic factors, such as the downturn of the Russian economy, largely caused by the falling oil price and the ensuing ruble depreciation. Furthermore, empirical evidence suggests that European and Russian companies alike managed to partly divert trade flows to other international markets in response to the deteriorating trade relationships. Overall trade diversion, however, cannot nearly compensate for losses of EU exports to Russia and thus mitigate the economy-wide negative impacts. Finally, descriptive evidence and additional information seem to indicate that compliance with the sanctions was partly circumvented right after the implementation of the sanctions in 2014, in particular for agri-food goods via countries of the Eurasian Economic Union. Legal trade diversion through countries unaffected by the sanctions has also taken place. It is important to emphasise that this study does not assess the political costs or effectiveness of the sanctions, but merely analyses potential economic costs caused by all sanction measures in place.

Book excerpt: The integration of Russia into global economy started in early 1990s., has just come to the end. Or rather - it started to reverse. With West imposing sanctions, Russia as a producer loses access to the world market (to buyers), as a consumer is losing access to consumer goods, technology, and capital (to sellers). Sanctions are not a new tool and many countries operated under various sanctions (Cuba, Iran, Libya or North Korea are examples of self-sufficient countries during the various time periods starting in 1950s), but this is a first case of a large country expelled from global system of trade and finance since 1990s. The economic sanctions (financial, trade, and investment) that were imposed against Russia in response to the armed aggression against Ukraine are unprecedented in terms of number of countries involved (around 40) and the impact they are expected to have on Russia. Sanctions will also affect the sanctioning states. The assessments results from the Kiel Institute Trade Policy Evaluation model simulate long-term effect for Russia's economy of around a 10% loss in its output annually and for Western allies of less than 1% annually (Felbermayr et al., 2022). However, since the countries imposing sanctions represent more than 60 per cent of global economy, the impact of sanctions will have the global effect. The decades of peace in Europe, after the end of the II WW (the exceptions to this state of affairs have not elicited comparable reactions from the international community) have fostered globalization and increased economic interdependence among states. European states and their societies took advantage of the peace dividend (after the end of the “Cold War”) both by disregarding the reality in areas considered peripheral and by failing to perceive threats to their own security. They failed to see the threat of the “West” losing its sanctuary status in an unstable and unsafe multipolar world. By building economic ties with outlaw states (Russia is such a state), they financed the capacity building of their adversaries. The extent of these interdependencies was not fully recognized until the outbreak of the war in Ukraine (in February 2022, the response to the 2014 aggression was incomparably lower) and sanctions that were the result of it. The aim of the paper is to investigate the level of mutual global interdependencies in different areas (financial, trade, investment) by analyzing sanctions imposed on Russia in response to the extension aggression against Ukraine. The paper consists of three sections. First one provides an overview of the economic and social developments in Russia since the collapse of the Soviet Union. It aims at presenting the level of Russia's integration with global economy and developments in this area within last thirty years. Second section presents the economic sanctions and export controls that were imposed on (or extended since 2014) Russia between February till July 2022. This is not a comprehensive and detailed list of all sanctions (as there are many sources that gather and publish such up-to date data), but rather a classification of economic sanctions which is needed for presenting the possible outcomes of these sanctions in Section 3.The results indicate relatively low integration of Russia with global economy. At the same time, in some sectors many countries are dependent on Russian supplies. However, the asymmetric economic relations between Russia and U.S., Europe, as well as China contribute to the effectiveness of the sanctions imposed.

Most Russia-related sanctions have been in response to Russia's 2014 invasion of Ukraine. In addition, the United States has imposed sanctions on Russia in response to human rights abuses, election interference and cyberattacks, weapons proliferation, illicit trade with North Korea, support to Syria, and use of a chemical weapon. The United States also employs sanctions to deter further objectionable activities. Most Members of Congress support a robust use of sanctions amid concerns about Russia's international behavior and geostrategic intentions. Ukraine-related sanctions are mainly based on four executive orders (EOs) the President introduced in 2014. In addition, Congress passed and the President signed into law two acts establishing sanctions in response to Russia's invasion of Ukraine: the Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 (SSIDES; P.L. 113-95) and the Ukraine Freedom Support Act of 2014 (UFSA; P.L. 113-272). In 2017, Congress passed and the President signed into law the Countering Russian Influence in Europe and Eurasia Act of 2017 (CRIEEA; P.L. 115-44, Countering America's Adversaries Through Sanctions Act [CAATSA], Title II). This legislation codifies Ukraine-related and cyberrelated EOs, strengthens existing Russia-related sanctions authorities, and identifies several new targets for sanctions. It also establishes congressional review of any action the President takes to ease or lift a variety of sanctions. Additional sanctions on Russia may be forthcoming. On August 6, 2018, the United States determined that in March 2018 the Russian government used a chemical weapon in the United Kingdom in contravention of international law. In response, the United States launched an initial round of sanctions on Russia, as required by the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 (CBW Act; P.L. 102-182, Title III). The law requires a second, more severe round of sanctions in the absence of Russia's reliable commitment to no longer use such weapons. The United States has imposed most Ukraine-related sanctions on Russia in coordination with the European Union (EU). Since 2017, the efforts of Congress and the Trump Administration to tighten U.S. sanctions on Russia have prompted some degree of concern in the EU about U.S. commitment to sanctions coordination and U.S.-EU cooperation on Russia and Ukraine more broadly. The EU, in addition, continues to consider its response to Russia's use of a chemical weapon in the United Kingdom. Debates about the effectiveness of U.S. and other sanctions on Russia continue in Congress, in the Administration, and among other stakeholders. Russia has not reversed its occupation and annexation of Ukraine's Crimea region, nor has it stopped fostering separatism in eastern Ukraine. With respect to other malign activities, the relationship between sanctions and Russian behavior is difficult to determine. Nonetheless, many observers argue that sanctions help to restrain Russia or that their imposition is an appropriate foreign policy response regardless of immediate effect. In the 115th Congress, several bills have been introduced to increase the use of sanctions in response to Russia's malign activities. The 116th Congress is likely to continue to debate the role of sanctions in U.S. foreign policy toward Russia.

Book excerpt: The Long Telegram 2.0: A Neo-Kennanite Approach to Russia lays out an original argument for understanding Russia that goes deep into its history, starting with the tri-partite dictum “orthodoxy, autocracy, nationality,” formulated in 1833 by count Sergey Uvarov. The author explores Uvarov’s triad in the context of modern Russia, adding five more traits: exceptionalism, expansionism, historical primordialism, worship of the military, and glorification of suffering. The author argues that, as presently constituted, Russia cannot become a democracy, and, sooner than later, it will disintegrate, replicating the fate of the Soviet Union. The key reasons for these, according to the author, are: weak mechanisms for the transition of power, poorly developed institutions of the state, feeble economy and education, frail ideology, and, most importantly, the lack of a unified national identity. Following this assessment, the author defines a strategy for dealing with Russia, based on a combination of offensive realism and realpolitik, recommending that the West copes with Russia in a more pragmatic manner. The book includes the author’s translation of a unique historical document from the 1860s: a pamphlet calling for the independence of Siberia on the example of the American revolution.
