Book excerpt: This paper reports on a detailed sociological study carried out as the NGO (or change agent) was completing three-year projects in two sites, Nagadeepa and Pimburettewa. The study describes the change agent's strategy, and analyzes its impact and the perceptions of farmers and government officials regarding its impact. The case study is placed in a wider context, in terms of both the participatory management policy of the Government of Sri Lanka, and the lessons learned that are relevant for NGOs working in other countries as well.

Book excerpt: Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making. In addition, irrigation systems can have a positive or negative effect on wildlife habitats. Thus, the withdrawal of water affects the rural household, rural economy, and the environment in a number of ways. This paper argues that to ensure efficient, equitable, and sustainable water use, to reduce poverty and improve the well-being of the community, irrigation and water resources policies need to take into account all uses and users of water within the irrigation system. The multiple uses of water in the Kirindi Oya irrigation system are examined in this paper. An interdisciplinary group of scientists have investigated a number of areas including water accounting, water quality, household water use, the valuing of water for alternative uses, and the complementarities, competition, and conflicts among uses and users.

The river basin studied in Sri Lanka was the Deduru Oya river basin in the North Western Province of the country. This report contains the findings of the Deduru Oya basin study. The overall objective of the case study conducted in Sri Lanka was to help the government of Sri Lanka to improve the institutions managing scarce water resources within the frame work of integrated water resources management. This case study included a comprehensive assessment of the existing physical, socio-economic and institutional environment in the river basin and also the long term changes that are likely to take place.

There is a growing awareness that they serve as a powerful structural influence which impacts on both organizational landscapes and civil society. In this context, Susantha Goonatilake studies the political economy of NGO activity in Sri Lanka, a country which once had a vibrant democratic tradition and a functioning civil society. Goonatilake contends that focused NGO penetration into the country began in the 1980s simultaneously with the growth of the authoritarian state. He claims that subsequent NGO activity in Sri Lanka has had a deep impact on visible civic life, drawing the conclusion that the work of foreign funded NGOs actually undermines 'locally grown' civil institutions.

Moreover, most of the existing research has been confined to examining the nonprofit sector in the western society and very little has been conducted about strategic planning in nonprofits in developing countries like Sri Lanka. This conceptual paper aims at proposing a conceptual model for empirical examination the effect of strategic planning on Sri Lankan non government organization's performance effectiveness and assessment of the performance effectiveness was made using the multiple perspectives of the balanced scorecard (Robert S. Kaplan & David P. Norton, 1992 a). A fifth dimension was added to the balanced scorecard, developed originally by Niven (2008), which is volunteers' development. This research study makes a vital contribution to the existing body of knowledge with the proposed conceptual framework with the intention that it can be used as a foundation for the prospect research in this context.

Book excerpt: This purpose of this study is to investigate the impact of strategic planning, based on the balanced scorecard concept,to emphatically investigate the training and educational non-government organizations in Sri Lanka. This study aims at performance effectiveness made using the multiple perspectives of the balanced scorecard (Robert S. Kaplan & David P. Norton, 1992 a). A fifth dimension was added to the balanced scorecard, developed originally by Niven (2008), which is volunteers' development. Fifty executives were selected from the Sri Lankan training and educational non-government organizations for this study. Results however, did not show that most of the Sri Lankan non governments are fully aware of the BSC as a tool for assessing their performance effectiveness. A statistically significant difference was found in four out of five domains embraced by the BSC performance effectiveness scale and four out of seven hypotheses were supported to the performance effectiveness model. The NGO's sector in Sri Lanka is highly fragmented and lacks the formal means necessary for effective performance reporting.

Moreover, most of the existing research has been confined to examining the nongovernment sector in the developing countries and very little has been conducted in developing countries. This study empirically examines the effect of strategic planning on Sri Lankan non government organization's performance effectiveness. An assessment of performance effectiveness was made using the multiple perspectives of the balanced scorecard (Robert S. Kaplan & David P. Norton, 2001). A fifth dimension was added to the balanced scorecard, developed originally by Niven (2008), which is volunteers' development. The research design was used to compare the performance of strategic planning non government versus that of non strategic planning non government. Random samples of 303 non government organizations were selected for study and 606 executive manager's participation in the study. Results have indicated a statistically significant difference between the mean composite scores of strategic planning activities in strategic versus non-strategic planning non governments along four out of five domains of the BSC performance effectiveness scale. These domains were namely; customer processes, internal business processes, employees learning and growth, volunteers' development except for financial processes. Results however, did not show that most of the Sri Lankan non governments are fully aware of the BSC as a tool for assessing their performance effectiveness.
