Book excerpt: Higher education institutions are increasingly pressured to identify performance measures related to organizational effectiveness. Research has shown that theorists and practitioners have varying views on which criteria most appropriately measure effectiveness in higher education institutions, which has led to the development of a robust model that amalgamates concepts from the major theoretical models into a single framework. This model, known as the Competing Values Framework, accounts for the presence of the paradoxical attributes associated with the complex nature of higher education institutions. This study uses the Competing Values Framework to measure the relationships between measures of effectiveness and cultural and leadership complexity based on the perceptions of faculty and administrators in the North Carolina Community College System. Community colleges represent the largest sector in American higher education, and the North Carolina Community College System is one of the largest and most diverse systems of community colleges in the nation; therefore, it was chosen as a representative sample for this study. The results of the linear regression analyses revealed that significant relationships exist between dimensions of effectiveness and cultural and leadership complexity, with minimal variance between faculty and administrator perceptions. Specifically, effectiveness dimensions related to student satisfaction and development as well as dimensions related to institutional practices and functioning were perceived to be more effective with increasing cultural and leadership complexity. In contrast, effectiveness dimensions related to individual employee satisfaction and development were perceived to be more effective with decreasing cultural and leadership complexity. These results can inform higher education practitioners and theorists on programs and practices that address these findings.

The community college, with its great number, openness to nontraditional students, and key role in workforce development, is poised to become a more prominent contributor to America's success in the new economy. However, new technologies, reduced budgets, and higher levels of accountability are adding to the challenges facing community colleges. These new challenges have brought about the need for a different kind of educational leader, one who can manage the needs of a diverse group of stakeholders, empower others to accept responsibility, and get results without being autocratic. Such leaders are known as transformational leaders. In contrast, transactional leaders focus on the efficient running of the system within the context of existing organizational constraints. Transformational leaders are compared with transactional leaders in this investigation. The purpose of this study is to determine the relationship between transformational leadership factors, transactional leadership factors, and measures of community college performance. Forty-six North American community colleges participated in the study. Both quantitative and qualitative methods were used for this investigation. Information on the leadership behaviors of college presidents was collected using the Multifactor Leadership Questionnaire. Information on college effectiveness was collected using the Institutional Performance Survey. Both leadership and effectiveness data were based on faculty perceptions at the respective colleges. The relationship between presidential leadership and college effectiveness was evaluated using multiple regression analysis. A subset of presidents in the study was interviewed to achieve a better understanding of the social complexities associated with community college leadership. Transformational leadership was shown to be a better predictor of organizational effectiveness than transactional leadership for this sample. Based on the interviews, transformational presidents rely more on strong personal convictions, open communication, and trust to establish and articulate their vision than do their transactional counterparts. Leadership behaviors of the president predict only a portion of the overall performance of a college. Many other factors contribute to college performance, including the culture of the college and the conditions under which a leader assumes the presidency.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. Book excerpt: This study explored how community college students perceive certain faculty behaviors, its relationship with students' classroom motivators and how the perception of those behaviors and motivators predicts students' persistence and academic success. The statistics about the low rates of completion in higher education institutions is an issue that researchers and educational organizations are concerned about (Apolinar, 2013; Kolodner, 2015). Addressing this issue, a body of inquiring is focusing on the student-faculty relationship (Kezar & Maxey, 2014) revealing that faculty behaviors and student motivation are related to several students' outcomes (Lancaster & Lundberg, 2019; Wilson & Ryan, 2013). However, less is known regarding effective behaviors for community college faculty that help foster student success (Alexander, Karvonen, Ulrich, Davis, & Wade, 2012; Khandelwal, 2009). Such knowledge is needed in the Dominican Republic (DR), where the community college model is recently being implemented. The research design of this study was a quantitative descriptive and predictive nonexperimental research design, using an online survey. The sample consisted of 352 students from the first and only DR community college. The data was analyzed using independent T-Tests, ANOVA, Canonical Correlation Analysis, logistic and hierarchical multiple regressions. Overall, results indicate that faculty qualities and behaviors accounts for 48.5% in the variance in students’ classroom motivation. Findings reveal in more detail which faculty qualities and behaviors directly or indirectly have a higher influence in student motivation, persistence, and GPA. For example, it was found that encouragement behaviors such as demonstrating cares for student's well-being and praising a student for a job well done, were good predictors of student intent to persist. Fairness, such have realistic expectations for students, has significant positive correlation with students' expectancy for success, while control behaviors, such being authoritative, establishing academic goals, and managing class time, also are relevant, increasing the sense of interest and usefulness for non-traditional students. Success, usefulness, and interest when considered in isolation are good predictors of students' GPA, explaining 17%, 10%, and 6% respectively of the variance. These findings offer more detailed insights to serve as reference for building faculty development programs, fostering faculty instructional methods and practice that meets the diverse student needs in higher education contexts. This study adds to the literature base about community college student success and how it is connected with students' perceptions of faculty behaviors and classroom motivators. Also, it contributes to the empirical work to the limited amount of research currently available on the Dominican higher education context.
