Targeted killing has become a primary counterterrorism measure used by several countries in their confrontation with lethal threats. The practice has been extensively used by the US in Afghanistan, Iraq, Pakistan, Yemen and Somalia, and by Israel in the West Bank and Gaza. Several studies have already explored the difficult balance between achieving security while maintaining the liberties and rights of a country’s civilians. This book goes a step further by seeking to examine whether maintaining those liberties by complying with legal standards and minimizing unintended deaths can be more effective for national security. Using targeted killing applied by Israel, in particular, as well as the United States during the first decade of the twenty-first century as case studies, this book explores that question and ultimately assesses whether compliance with legal standards can strengthen a state in its campaign against terrorism and thus provide stronger security. The book focuses on civilian-related criteria, hypothesizing that minimizing civilian casualties will maximize effectiveness in an asymmetric war setting. The conclusions are not limited to a specific tactic or theater, and if adopted might have far-reaching implications for how asymmetric warfare is strategized. This book will be of much interest to students of counter-terrorism, law, Middle Eastern studies, and security studies.

Their papers were presented for discussion at the Advanced Research Workshop (ARW) held in Skopje (FYROM) 11-14th April 2018 on “Defence Against Terrorism, Enhancing Resilience of Democratic Institutions and Rule of Law”, organized within the NATO Science for Peace and Security Programme. Results can be summarised as follows. Counter-terrorist strategy must aim to achieve less, not more, terrorism. The countries with best results are the ones that cultivate human intelligence, confidence between security services and the local population, together with a tradition of effective respect of the Rule of Law. Militarization of internal security, and intelligence systems mainly based on databases (“big data”) and artificial intelligence, though popular, are showing serious limits. More effective democracy, not less, is the key to the resilience of our societies against the “new threats”, particularly for confronting the criminal violence of terror. In discussion, some core necessities were identified: to recognize that it is the method used, not the aims, that define criminal organisations as terrorist; that there is a structural link with organized crime for financing and operative support, and that corruption facilitates and protects any illegal activity; social capital must be developed as a fundamental basic tool for enhancing resilience. This book aims to help analyse the networks and contexts that feed terrorism. It provides anyone confronted with security issues an understanding of the negative as well as the positive aspects of specific counter-measures.

This book analyses the counter-terrorist financing law (CTF), policy and practice at the national level, focusing on Turkey. The work examines the limits and capabilities of CTF efforts on terrorism threats and determines the effectiveness of CTF efforts in Turkey, a country which has a pivotal role in terms of countering terrorism regionally and internationally. The Turkish case-study is supported by an empirical study involving 37 semi-structured interviews with CTF practitioners and law enforcement experts with different affiliations and backgrounds. The findings illustrate that Turkey’s CTF system has not obtained an adequate level of effectiveness as a result of lack of proper implementation of its policy in the bureaucratic, legal and operational spheres. It is evident that the administrative and legal systems in Turkey are established according to the ‘one-size-fits-all’ international CTF standards and thus are compliant with the international CTF benchmarks, yet the interviews reveal significant challenges at the implementation level including lack of training and financial security, heavy handed bureaucracy, inadequate coordination and communication between international and national levels. The book will be an invaluable resource for academics, students and policy-makers working in the areas of financial crime and terrorism.
