Book excerpt: In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

Book excerpt: The framework guiding the IMF’s communications—established by the Executive Board in 2007—has enabled the institution to respond flexibly to the changing global context. The framework is based on four guiding principles: (i) deepening understanding and support for the Fund’s role and policies; (ii) better integrating communications into the IMF’s daily operations; (iii) raising the impact of new communications materials and technologies; and (iv) rebalancing outreach efforts to take account of different audiences. In addition, greater emphasis has been placed on strengthening internal communications to help ensure institutional coherence in the Fund’s outreach activities. Continued efforts are needed to strengthen communications going forward. Several issues deserve particular attention. First, taking further steps to ensure clarity and consistency in communication in a world where demand for Fund services continues to rise. Second, doing more to assess the impact of IMF communications and thus better inform efforts going forward. Third, engaging strategically and prudently with new media—including social media.

Fourth, in the mid-2000s, the United States and China made an unprecedented strategic goodwill exchange and agreed to blaze a new path out of the tragedy that often attends great power transition. Fifth, at this time of U.S. strategic reorientation and military rebalancing toward Asia-Pacific, the most dangerous consideration is that Asia-Pacific nations having disputes with China can misread U.S. strategic intentions and overplay the ¿U.S. card¿ to pursue their territorial interests and challenge China. Finally, territorial dispute is becoming an urgent issue in the Asia-Pacific.

Book excerpt: While the US-Japan alliance has strengthened since the end of the Cold War, Japan has, almost unnoticed, been building security ties with other partners, in the process reducing the centrality of the US in Japan’s security. This book explains why this is happening. Japan pursued security isolationism during the Cold War, but the US was the exception. Japan hosted US bases and held joint military exercises even while shunning contacts with other militaries. Japan also made an exception to its weapons export ban to allow exports to the US. Yet, since the end of the Cold War, Japan’s security has undergone a quiet transformation, moving away from a singular focus on the US as its sole security partner. Tokyo has begun diversifying its security ties. This book traces and explains this diversification. The country has initiated security dialogues with Asian neighbors, assumed a leadership role in promoting regional multilateral security cooperation, and begun building bilateral security ties with a range of partners, from Australia and India to the European Union. Japan has even lifted its ban on weapons exports and co-development with non-US partners. This edited volume explores this trend of decreasing US centrality alongside the continued, and perhaps even growing, security (inter) dependence with the US. Chinese official rhetoric on the BRI focuses on its economic promise and progress, often in altruistic terms: all countries have been invited to board this "express train" to wealth and prosperity. Missing from the rhetoric is much discussion of the initiative's security dimensions and implications. Chinese officials avoid describing the strategic benefits they think the BRI could produce, while also gliding over major security risks and concerns. Yet at the unofficial level, China's security community has paid close attention to these issues, probing in great depth the gains Beijing can expect, the challenges it will face, and the new demands it will have to satisfy. Understanding those Chinese assessments is helpful as the United States considers how, when, and in what capacity to engage the BRI.
