They are used to evaluate schools, to assign students to tracks within schools, and to identify weaknesses in student knowledge. The GED is an achievement test used to grant the status of high school graduate to anyone who passes it. GED recipients currently account for 12 percent of all high school credentials issued each year in the United States. But do achievement tests predict success in life? The Myth of Achievement Tests shows that achievement tests like the GED fail to measure important life skills. James J. Heckman, John Eric Humphries, Tim Kautz, and a group of scholars offer an in-depth exploration of how the GED came to be used throughout the United States and why our reliance on it is dangerous. Drawing on decades of research, the authors show that, while GED recipients score as well on achievement tests as high school graduates who do not enroll in college, high school graduates vastly outperform GED recipients in terms of their earnings, employment opportunities, educational attainment, and health. The authors show that the differences in success between GED recipients and high school graduates are driven by character skills. Achievement tests like the GED do not adequately capture character skills like conscientiousness, perseverance, sociability, and curiosity. These skills are important in predicting a variety of life outcomes. They can be measured, and they can be taught. Using the GED as a case study, the authors explore what achievement tests miss and show the dangers of an educational system based on them. They call for a return to an emphasis on character in our schools, our systems of accountability, and our national dialogue. Book excerpt: The dramatic shift in the American labor market away from manufacturing and the growing gap in earnings between high school and college graduates have contributed to a sense of alarm about the capacity of the nation's schools to supply adequately skilled graduates to the work force. The role that schools can or should play in preparing people to enter the world of work is hotly debated. In an effort to nurture the important and ongoing national dialogue on these issues, the Board on Testing and Assessment asked researchers and policymakers to engage in an interdisciplinary review and discussion of available data and implications for assessment policy. Transitions in Work and Learning considers the role of assessment in facilitating improved labor market transitions and life-long learning of American workers. It addresses the apparent mismatch between skill requirements of high-performance workplaces and skills acquired by students in school, the validity of existing assessment technologies to determine skills and competencies of persons entering various occupations, and ethical and legal issues in the implementation of new testing and certification programs. The book also examines the role of assessment in determining needed skills; developing ongoing education and training; and providing information to employers, prospective workers, and schools.

Book excerpt: Texas’s 60x30TX strategic plan and RAND researchers’ analysis of labor market projections point to a continuation of strong growth in graduate education in the state. To examine issues related to graduate education in Texas, the College for All Texans Foundation asked RAND to assess Texas’s need to expand graduate degree production. This document is the executive summary for RR-1899-CFAT, Managing the Expansion of Graduate Education in Texas, which should help the Texas Higher Education Coordinating Board (THECB), higher education systems, and individual higher education institutions in Texas assess the need to expand their master’s, doctoral, and professional programs, and may be useful in framing issues that THECB should address in developing a strategic plan to align graduate education in the state with the goals of the 60x30TX strategic plan. To be competitive, Texas needs to compare favorably with other states and countries. The number of research universities in Texas is increasing rapidly, but too few of these institutions are ranked at the highest levels internationally. Texas’s institutions also do not attract the same share of federal research and development funding as other states, especially California. To further increase the competitiveness of its universities, Texas will likely need to make additional public investments in research capacity for institutions at several stages of development. Generally, Texas has been increasing its production of graduate degrees in fields corresponding to the occupational groups that are expected to have the most job openings: business, healthcare, education, computers, and engineering. However, because growth in graduate engineering degrees has been slow compared with other states and with projected demand, THECB and institutions should consider expanding graduate programs in engineering. In addition, greater efforts should be made to recruit domestic students and provide adequate financial support to motivate those with a bachelor’s degree to pursue graduate education. Finally, as Texas explores ways to increase graduate education production, new programs will likely be necessary in addition to increasing enrollments in existing programs.

Book excerpt: The Survey of Earned Doctorates (SED) collects data on the number and characteristics of individuals receiving research doctoral degrees from all accredited U.S. institutions. The results of this annual survey are used to assess characteristics and trends in doctorate education and degrees. This information is vital for education and labor force planners and researchers in the federal government and in academia. To protect the confidentiality of data, new and more stringent procedures were implemented for the 2006 SED data released in 2007. These procedures suppressed many previously published data elements. The organizations and institutions that had previously relied on these data to assess progress in measure of achievement and equality suddenly found themselves without a yardstick with which to measure progress. Several initiatives were taken to address these concerns, including the workshop summarized in this volume. The goal of the workshop was to address the appropriateness of the decisions that SRS made and to help the agency and data users consider future actions that might permit release of useful data while protecting the confidentiality of the survey responses.

Book excerpt: Executive function (EF) skills are the attention-regulation skills1 that make it possible to sustain attention, keep goals and information in mind, refrain from responding immediately, resist distraction, tolerate frustration, consider the consequences of different behaviors, reflect on past experiences, and plan for the future. In the past two decades, EF skills have become a major focus of research in psychology, neuroscience, and education, and increasingly both teachers and parents are aware that these skills provide an important foundation for learning in school settings. Indeed, EF is central to school readiness and early school achievement (Blair 2002; Blair and Raver 2015). Research has found that EF measured in childhood predicts a wide range of important outcomes, including readiness for school (e.g., McClelland et al. 2007) and the successful transition to kindergarten (e.g., Blair and Razza 2007); school performance and social competence in adolescence (e.g., Mischel, Shoda, and Rodriguez 1989); better physical health; higher socioeconomic status (SES); and fewer drug-related problems and criminal convictions in adulthood (Moffitt et al. 2011). This paper provides a selective overview of recent research on EF and explores the implications of this research for educational research and practice.
