In particular, it tests whether migration as a function of human development follows an inverted U-shaped curve, known as mobility transition. Understanding this relationship is important, since many Western politicians have implemented socioeconomic development strategies in migrant source countries with the aim to reduce migration. Considering that previous studies have mainly concentrated on the economic factors of development, this study introduces the broader human development index, determined by income, health and education, as main explanatory variable. Analysing the rate of migration from 111 low- and middle income countries into the aggregate of 15 OECD countries between 2000 and 2010, the study finds strong support for the inverted U-shaped relationship between human development and migration. This indicates that development strategies aimed to reduce migration are misguided.

It critically assesses the impact of diverse policies designed to maximise self-sufficiency and to reduce both brain drain and ongoing dependency upon Northern aid providers, exploring the extent to which South-South scholarship systems have challenged the power imbalances that typically characterise North to South development models. Finally, this very timely study discusses the impact of the Arab Spring on Libya’s support mechanisms for Sahrawi and Palestinian refugees, and considers the changing nature of Cuba’s educational model in light of major ongoing political, ideological and economic shifts in the island state, asking whether there is a future for such alternative programmes and initiatives. Book excerpt: Migrants and minorities are always at risk of being caught in essentialized cultural definitions and being denied the right to express their cultural preferences because they are perceived as threats to social cohesion. Migrants and minorities respond to these difficulties in multiple ways — as active agents in the pedagogical, political, social, and scientific processes that position them in this or that cultural sphere. On the one hand, they reject ascribed cultural attributes while striving towards integration in a variety of social spheres, e.g. school and workplace, in order to achieve social mobility. On the other hand, they articulate demands for cultural self-determination. This discursive duality is met with suspicion by the majority culture. For societies with high levels of migration or with substantial minority cultures, questions related to the meaning of cultural heterogeneity and the social and cultural limits of learning and communication (e.g. migration education or critical multiculturalism) are very important. It is precisely here where the chances for new beginnings and new trials become of great importance for educational theorizing, which urgently needs to find answers to current questions about individual freedom, community/cultural affiliations, and social and democratic cohesion. Answers to these questions must account for both ‘political’ and ‘learning’ perspectives at the macro, mezzo, and micro contextual levels. The contributions of this edited volume enhance the knowledge in the field of migrant/minority education, with a special emphasis on the meaning of culture and social learning for educational processes.

Book excerpt: Interrelations between Public Policies, Migration and Development is the result of a project carried out by the European Union and the OECD Development Centre in ten partner countries: Armenia, Burkina Faso, Cambodia, Costa Rica, Côte d'Ivoire, the Dominican Republic, Georgia, Haiti, Morocco and the Philippines. The project aimed to provide policy makers with evidence on the way migration influences specific sectors - labour market, agriculture, education, investment and financial services, and social protection and health - and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of countries of origin and destination. However, the potential of migration is not yet fully exploited by the ten partner countries. One explanation is that policy makers do not sufficiently take migration into account in their respective policy areas. To enhance the contribution of migration to development, home and host countries therefore need to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.
