The application of Information, Communication and Technology (ICT) in Educational settings is equally important for developing economies such as that of Tanzania to pursue two mutually reinforcing stimulation of socioeconomic and global agenda of economy prosperity goals. There is close link between ICT and EMIS, and the efficiency and effectiveness of latter is considerably affected by the former. It is in this contention that as per analysis made in this paper which reveals that ICT is still suffering from serious shortcomings, which unless solved, EMIS will continue to be ineffective and inefficient strategy. Three major problems identified in the paper include the (i) lack of infrastructure and systems in place to facilitate effective monitoring as a result utilization of ICTs in Tanzanian education institutions are dismal due to low connectivity and teledensity (ii) insufficient numbers of qualified technical personnel to manage and maintain ICT resources, (iii) inadequate training and capacity development resulting in underutilization of ICT facilities. This paper provides a basic and general review of how ICT influences and hampers EMIS effectiveness and efficiency. Also recommendations are provided at the end on how to improvise EMIS in order to maintain quality information in various educational processes.

Book excerpt: This thesis reports on the implementation of an Educational Management Information System (EMIS/SMPP) in the Malaysian Ministry of Education (MMOE) since 1995. An EMIS enables data to be collected, processed, stored and retrieved, and allows data and information to be disseminated to support the main activities and 'business' cycles of educational organisations. The thesis investigates decision-makers' use of EMIS/SMPP and their perceptions as to its value and shortcomings. It highlights issues affecting the development of an integrated system/database in the MMOE from the point of view of decision-makers. It also offers suggestions for improving the implementation of EMIS/SMPP and developing an integrated system in the MMOE. The study involved a literature review, participant observation. Furthermore, interviews with a representative sample of decision-makers, the potential users of EMIS, were held. The relationships between issues raised by the decision-makers were examined and discussed with reference to two multiple cause diagrams. The study found that use of EMIS/SMPP was sparse. Several human-, organisational/management- and technological-related issues were identified as contributing to restricting the use and usefulness of EMIS. Two models of EMIS implementation are presented. The first is the model produced by the EMIS implementation team. This proved inadequate due to unclear specification of stages and identification of management and information integration, system review and management involvement. A second model addresses these weaknesses by specifying activities or interventions at specific levels and building in feedback loops in the system implementation process. A manager of change/ technology is seen as a key factor in the implementation of EMIS, the more so considering the constraints on change with the existing organisational culture and structure of the MMOE. The study provides a unique insight into change in a public organisation in Malaysia. It offers important insights into a range of human-, organisational/ management- and technological-related issues associated with change. Additionally, it offers specific recommendations for the development of integrated information systems. Areas for further research are identified.

Book excerpt: Educational Management Information Systems (EMIS) are crucially important technological tools for the development of education in developing countries. Unfortunately, in West Africa, minimal practical guidance and information exist in terms of how the approach could be effectively harnessed and efficiently utilised. In order for proactive planning and to support the evaluation of investments in the sector, knowledge on levels of awareness and its utility is critical. In the light this, this book has used a case study from Ghana to examine awareness and utilisation of EMIS by stakeholders, e.g. educators, parents, guardians, students, educational NGOs and consultants. The research design was based on questionnaire and deployed purposive sampling technique in selecting the sample population. The study revealed that: the establishment of central coordinating EMIS offices at regional and district levels should be strengthened in order to meet the core objectives of EMIS with the support of stakeholders. Parents, students and teachers rarely used EMIS because they did not know about it. EMIS users are usually those who know about it, hence awareness of EMIS informs its utilisation.

Book excerpt: Despite great progress around the world in getting more kids into schools, too many leave without even the most basic skills. In India’s rural Andhra Pradesh, for instance, only about one in twenty children in fifth grade can perform basic arithmetic. The problem is that schooling is not the same as learning. In The Rebirth of Education, Lant Pritchett uses two metaphors from nature to explain why. The first draws on Ori Brafman and Rod Beckstrom’s book about the difference between centralized and decentralized organizations, The Starfish and the Spider. Schools systems tend be centralized and suffer from the limitations inherent in top-down designs. The second metaphor is the concept of isomorphic mimicry. Pritchett argues that many developing countries superficially imitate systems that were successful in other nations— much as a nonpoisonous snake mimics the look of a poisonous one. Pritchett argues that the solution is to allow functional systems to evolve locally out of an environment pressured for success. Such an ecosystem needs to be open to variety and experimentation, locally operated, and flexibly financed. The only main cost is ceding control; the reward would be the rebirth of education suited for today’s world.

Book excerpt: Lessons Learned from World Bank Education Management Information System Operations provides an overview of the World Bank’s portfolio in the area of Education Management Information Systems (EMISs) over the course of 17 years, from 1998 to 2014. It seeks to identify overall trends and characteristics of World Bank support in this area, with the intent of informing future project preparation and analytical work. The portfolio review revealed that although several good practices were evident, operational performance of EMIS activities fell short of expectations, with widespread deficiencies that ranged from unclear definitions and understanding of the EMIS to ineffective implementation and utilization. Examples of successful activities include the development of an EMIS to manage teachers and provide access to education (for example, Afghanistan); utilization of an EMIS as a management tool (for example, Bosnia and Herzegovina); creation of an online EMIS to improve access to education data (for example, Honduras); use of an EMIS to strengthen teaching and learning (for example, Guatemala and Lithuania); and use of an EMIS as a management tool for schools (for example, Malaysia). These success stories highlight how a well-implemented EMIS can improve the performance of an education system. The challenges that have been identified as contributing to the shortcomings are related to the following: • Misalignment of activities and unrealistic EMIS goals • Institutionalization of the EMIS • Sustainability challenges resulting from inconsistent leadership • Missed integration opportunities • Private players in education • EMIS at the local level Future projects could benefit from the SABER (Systems Approach for Better Education Results)-EMIS Assessment Framework. The SABER-EMIS Framework focuses on the need for a strong enabling environment, system soundness, quality data, and effective utilization as the key factors essential for the successful implementation of an EMIS. Initial needs assessment of a country’s EMIS can play a critical role i n benchmarking countries and provide a valuable foundation for the design of new projects.
